1.Economic targets:
The province’s annual GDP growth for the 2011 and 2015 tenure is 13.5%-14%. Economic structure continues shifting towards the rapid growth of services. By 2015, it is expected as follows: 59% industry; 39% services and 3% agriculture. GDP per capita by 2015 is VND63.2mln, equivalent to US$3,000.

-Agricultural production value up 4%-4.5% annually
-Service value up 22%-23% annually
-Export turnover up 21%-22% annually
-Budget collection up 13%-14% annually
-Total investment capital up 20%-21% annually
-FDI attraction for the whole period reaches US$5bln
2.Social targets:
-Getting the ratio of the nationally standardized schools at 60%-65%
-Achieving the ratio of communes, wards with cultural institutions at 55%-60%
-Decreasing the ratio of malnourished under-five-year-old children to under 13%
-All communes, wards and townships are nationally standardized in health field
-Achieving 27 hospital beds/10 thousand people
-Generating jobs for 44,000 laborers/per year
-Reducing the ratio of poor households under the new poverty line to below 2%
-Reaching the urbanization ratio of 60% by 2015. The per capital housing area is 20 sq.m/person
-Achieving the ratio of communes with new countryside criteria at 40%
3.Environmental targets
- 90% of solid waste arecollected and treated
-100% of solid waste of health sector are collected and treated
-99% of urban people are in use of clean water
-98% of rural people are in use of clean water
-Getting the forest coverage rate of 57%
