Interconnected administrative procedures to facilitate favorable conditions for the public

From the beginning of July 2015 on, Binh Duong Province officially implements the interconnection of administrative procedures in registration of birth, permanent residence, and medical insurance cards for children under 6. To inform of such registration, Binh Duong Newspaper reporter interviewed Mrs. Nguyen Anh Hoa, Deputy Director of Binh Duong Provincial Department of Justice on the implementation of interconnected administrative procedures.

Reporter: Madam, please inform us of the advantages of the interconnection of administrative procedures in registration of birth, permanent residence, and medical insurance cards for children under 6.

Mrs. Nguyen Anh Hoa: By current regulations, the registration of birth, permanent residence, and medical insurance cards for children under 6 can be implemented by 3 agencies of local People’s Committee, Police, and Social Insurance. Normally, the 3 procedures require an applicant to make at least 6 visits and submit 3 dossiers to fulfill. The times of visits can be more if the dossiers are insufficient. However, by the interconnection of procedures, the applicant only need 1 dossier to be received and returned at the venue of local People’s Committee. If the mention dossier is insufficient, the reception unit will offer detail guide for fulfillment. Communal People’s Committee, Police, and district Social Insurance are competent of resolve specific administrative procedures while coordinating to resolve obstacles to be emerged during the implementation of interconnected procedures.

In the past, the dossier processing may take up to 26 days. Now, the interconnection has reduced the burden to 15 days from the date of full dossier submission. And, the procedures for birth registration and medical card issuing are reduced to no more than 10 working days. Thus, the interconnected administrative procedures can reduce cost and traveling time of the public while reducing quantity of documents and processing time.

Reporter: What has the department consulted and implemented the administrative procedures, madam?

Mrs. Nguyen Anh Hoa: Administrative reforms have been taken care of for thorough direction with robust achievements made. By direction of the provincial authority and on the basis of Decision No. 1299/QD-TTg dated August 04, 2014 of Prime Minister on implementation of administrative procedure interconnection regarding the registration of birth, permanent residence, and medical insurance cards for children under 6, the Department has consulted with Binh Duong Provincial People’s Committee to issue Plan number 742/KH-UBND on implementation of Decision No. 1299/QD-TTg. The Department also hosts and coordinates with concerned agencies regarding the consultancy with People’s Committee on issuing Decision No. 1546 dated June 22, 2015 on regulations of the interconnected administrative procedures for the registration of birth, permanent residence, and medical insurance cards for children under 6. Conferences on profession guidance and implementation of interconnected administrative procedures of related agencies the province, justice offices, local social insurance and their staffs at the reception and returning counter have been organize to help local and related staffs to grasp up the content of administrative procedure interconnection.

Reporter: What recommendation will you make to the public to better the interconnection of the mentioned administrative procedures?

Mrs. Nguyen Anh Hoa: Beforehand, the applicant should visit the competent authority for birth registration. Under the regulation, the local People’s Committee of the mother’s residence will carry out the birth registration for a child. In the event that the residence of the mother is unclear, the local People’s Committee of the father’s residence will be competent of the birth registration. Birth registration of an abandoned child will be carried out at the residence of the temporary care-giver or caring organization for such child.

The applicant can select the registration of all 3 procedures of birth registration, permanent residence, and issuing of medical insurance card or 2 procedures of birth registration and permanent residence or separate procedures. It is important that the applicant should identify the initial location of health service upon issuing medical insurance card to the child to avoid amendments. If the applicant in question fails to request for the above procedures, he/she can authorize other to act on his/her behalf. The authorization must be made in writing with conformed notarization or certification. If the authorized is parents and siblings to the authorizing person, no such written authorization is required but documents proving such relationship.
