Di An is one of the province’s key localities on economic development with many industrial parks and compounds, absorbing hundreds of thousands of laborers. Along with its economic advantages, Di An has faced many complicated issues regarding social order and security. Authorities at all levels and relevant agencies in Di An have implemented a lot of measures to stabilize social order-security and build cultural lifestyle in quarters.

Since 2010, Di An town’s Fatherland Front Committee guided wards to implement provincial People’s Committee’s regulations for the local lodging proprietors’ clubs, contributing to effectively realizing the campaign of “The entire people consolidate to build cultural lifestyle in residential quarters”. In fact, in 2007, Di An town had an initiative on the establishment of the model “Cultural lodging facility” in order to well execute the campaign “The entire people consolidate to build up cultural lifestyle in residential quarters” and the movement “All people take part in defending national security”.

Ngo Ngoc Diep, Chairman of Di An town’s People’s Committee said that An Binh ward’s Binh Duong quarter was selected as a pilot locality for the development of the model “Cultural lodging facility”. Initially, there was a lodging facility with 130 members being lodgers. They mobilized each other to well realize the regulations of the campaign “The entire people build up cultural lifestyle in residential quarters”, bringing encouraging results.

As a locality with industrial development, Di An absorbs a large number of immigrant laborers. Hence, authorities at all levels and mass organizations in Di An have always attached special importance to law dissemination. The whole town is now home to more than 40 lodging proprietors’ clubs with more than 1,000 lodging facilities registering the title of “Cultural lodging facility”. After being established, in addition to well realizing regulations on temporary residence, these clubs have actively taken part in movements against crime, drug, prostitution…

Members of the local lodging proprietors’ clubs have always raised their vigilance and provided timely information about suspects to the local functional agencies. Di An town’s wards of An Binh, Di An, Tan Dong Hiep…have issued lodging regulations and sent them to the local lodging proprietors in order to heighten lodgers’ vigilance and mobilize them to actively take part in the fight against crime, social evils, fire and explosion, contributing to maintaining the local social order and security.
