Local socio-economic performance further gets thriving

On May 31, provincial People's Committee held a periodic session in May with focus on reviewing the local socio-economic situation, national defense and security. Vo Van Minh, Vice-Secretary of provincial Party Committee, Chairman of provincial People's Committee chaired the session with the participation of leaders of provincial People's Committee, departments, districts, towns and cities in the province. According to a report by provincial People's Committee, the province's socio-economic performance continued getting impressive and remarkable growth milestones after a long time of difficulties, due to the pandemic. Noticeably, the province’s index of industrial production in May continued increasing by 9% and 12.3% compared to the previous month and the same period last year. This was a good sign, showing recovery of the industrial capital.

Impressive economic growth

Besides the impressive index from the spectacular growth of the industrial sector, the province’s trade - service sector also gradually recovered and returned to impressive growth. Accordingly, the province’s total retail sales revenue of goods in May 2022 was estimated at more than VND 22.8trillion, up 2.9% and 17.5% over the previous month and the same period last year. The province’s export turnover was estimated at US$3,504 million, up 6.2% and 17% over the previous month and the same period last year while import value reached US$2,524 million, up 23.3% and 0.8% over the previous month and the same period last year.

In the context of the world gasoline price increasing sharply, which has directly affected enterprises‘production and business activities and people’s lives, provincial People's Committee has a plan to direct functional sectors to set up working groups to inspect petroleum enterprises. The active operation of working groups has directly prevented businesses from hoarding goods to raise prices for profit. Up to now, province-based petroleum trading activities have basically been controlled at a stable level.

In order to promote socio-economic development in rural areas, over the past time, the province continued directing districts, towns and cities to promote public investment activities so that rural communes can complete, meet new-style-rural and advanced new-style rural criteria. The province also directed provincial Department of Agriculture and Rural Development, Cooperative Alliance and functional sectors to strengthen support activities for cooperatives, cooperative groups and farmers to access technology, capital and new breeds, improving production and business efficiency. On the basis of the achieved results, in 2022, the province has recognized the new advanced rural standards for 11 communes.

Sticking to development tasks

After approving the contents of a report on the local socio-economic situation, national defense and security in May 2022, Mr. Minh continued chairing the meeting to approve a number of other contents, including the project on "Consolidating, strengthening and developing human resources and facilities of the local education sector for the period of 2021-2025, orientation to 2030"; the Proposal and draft resolution on the list of public business services funded by the State budget in the field of education and training in the province; the Proposal and draft resolution on the list of public business services funded by the State budget in the health sector in Binh Duong province; the Report and Draft Resolution on the local Youth Development Strategy for the period of 2021-2030; the Decision amending provincial People's Committee’s Decision No. 28/2018/QD-UBND dated October 11, 2018 on promulgating regulations on auction of land use rights for land allocation with collection of land use levy or land lease in the province; the List of projects receiving agricultural land transfer to implement non-agricultural projects under the Government’s Decree 148/2020/ND-CP dated December 18, 2020…

Speaking at the session, Mr. Minh said that in the coming time, the province will continue directing departments and localities to implement the Government’s Resolution No. 01/NQ-CP dated August 1, 2022, Resolution No. 02/NQ-CP dated January 10, 2022, Resolution No. 11/NQ-CP dated January 30, 2022 focusing on solving difficulties related to land, construction, procedures hindering investment activities; improving investment climate, investment promotion methods. The province will also continue urging sectors and localities to complete provincial master plan for the period of 2021-2030, with a vision to 2050; accelerate the disbursement of public investment capital, continue raising vigilance in the prevention and control of Covid-19 and other high-risk infectious diseases for the community.

Administrative reform, control of administrative procedures, digital transformation in State management and promotion of digital transformation in the business climate are also among the priority contents of the province in the coming time. With the spirit of joining hands in building e-government under the direction of the Prime Minister and the province's goal of building up a smart city, in the coming time, the province will continue directing departments, sectors and localities to promote digital transformation, applying scientific and technological advances to State management activities. In addition, functional agencies also need to strengthen activities to support businesses in carrying out digital transformation, step by step improving competitiveness towards the goal of expanding, dominating domestic and foreign markets.

Accordingly, the province’s total State budget revenue in May reached VND4.4trillion. Total domestic investment was more than VND30.99trillion while foreign investment was more than US$2,49 million. These were impressive numbers confirming the strong recovery and growth in the first 5 months of the year. In the coming time, the province will step up the implementation of urban development planning, complete the land use planning project for the period 2021-2030, with a vision to 2050, and conduct bidding and auction of the right to use the public land funds for socio-economic development purposes. This is a great source of income, helping the province continue investing in building and upgrading infrastructure, creating a solid premise for sustainable development in the future.
*Nguyen Hong Chuong, Director of provincial Department of Health: Experiencing the recent Covid-19 pandemic, the province's health sector needs more resources to improve capacity and responsiveness at grassroots health level. For the issue of human resource, provincial Department of Health is asking for educational institutions, medical units and facilities at higher levels to provide college and university-level education services for medical workers. In addition, the department has also recommended the province to have a policy on upgrading the local medical infrastructure system, equipping more modern machines suitable to the capacity and functions of medical facilities. This will help the local health sector to be proactive and ready to cope with emergency situations.
*Pham Van Bong, Director of provincial Department of Agriculture and Rural Development (DoARD): Provincial DoARD has suggested localities to soon set up a plan on dredging the system of canals and sewers to clear the flow and limit inundation when there are heavy rains. In addition to its flood and disaster prevention program being implemented, the department has recommended relevant departments and localities to set up a plan for planning the local drainage system in association with projects to upgrade and expand roads and streets...
