Yesterday afternoon (January 23), a delegation of the National Assembly (NA) led by NA Chairman Vuong Dinh Hue, paid a Tet visit to Binh Duong. Nguyen Van Loi, member of the Party Central Committee, Secretary of provincial Party Committee, Head of provincial National Assembly Deputy Delegation; Nguyen Hoang Thao, Pernament Vice-Secretary of provincial Party Committee; Vo Van Minh, Vice-Secretary of provincial Party Committee, Chairman of provincial People's Committee received the delegation.
Flexible adaption
At the working visit, Vo Van Minh, Vice-Secretary of provincial Party Committee, Chairman of provincial People's Committee said that in 2021, thanks to focusing on implementing the instructions of the Government, Prime Minister, ministries, central sectors, provincial Party Committee, People's Council, reached positive results in socio-economic development in the first 6 months of the year. However, from July 2021, the Covid-19 pandemic caused the local production and business activities to be halted. Many workers lost their jobs and a part of people faced difficulties. The province focused on directing and implementing unprecedented anti-Covid-19 solutions to achieve the goal of protecting people's health and life while there were many flexible adaptation solutions, soon reaching economic recovery.

In 2021, the province achieved and exceeded 21 out of 32 of the targets in the context of Covid-19 prevention-control and economic development. The province bent on many solutions to remove difficulties, promoting production and business in each specific time, minimizing the disruption of production chains for economic growth. The province’s index of industrial production, total retail sales revenue of goods and services, export and import turnover, and credit maintained growth compared to 2020. The province’s gross regional domestic product (GRDP) in 2021 was estimated to increase by 2.62%. The province’s GRDP per capita was VND152 million per year. The province’s total export turnover reached US$58 billion, up 17.8%. The province’s FDI attraction gained US$2.7 billion, exceeding 48% of the plan and increasing by 36% over the same period in 2020 while domestic investment attraction reached VND 87.5 trillion, up 20% compared to 2020...
In addition, the province effectively mobilized many enterprises, organizations and individuals to participate in Covid-19 prevention-control and ensure social welfare. Along with the Government’s policies, the province promptly issued support policies and disbursed support packages for those affected by the pandemic. The province spent nearly VND 3.9 trillion on supporting nearly 4.3 million cases... Up to now, most activities of social life, production and business in the province have been recovered in the direction of safe, flexible adaptation and effective control of Covid-19 pandemic.
Currently, the province is focusing on taking care of people on Tet with resources mobilized to implement policies for revolutionary contributors, disadvantaged people and workers, especially children orphaned due to the Covid-19 pandemic. It is expected that the province’s total budget for Tet in 2022 is about VND 230 billion (an increase of 7% compared to 2021). Provincial People's Committee has also supported gifts worth VND500,000 each to 23,950 people, with a total amount of nearly VND 12 billion. Trade unions at all levels are expected to spend over VND 191 billion on supporting 639,013 trade unionists; organize the "Tet reunion – peaceful spring” program, activities in celeration of the upcoming Lunar New Year, with a total amount of over VND 231 billion...
At the working visit, provincial leaders also proposed a specific mechanism for the locality, policies on compensation and clearance support for expressways through the locality; capital support for the project of dredging and strengthening Cai stream; especially preferential capital for the construction of social housing projects to the delegation. This was because through the 4th outbreak of the Covid-19 epidemic, it was shown that crowded places of workers at poor-quality lodging facilities interspersed in residential areas were the cause of the strong spread of the pandemic. Binh Duong proposed the NA chairman to consult with the Government and central agencies to consider and create conditions for the province to borrow about VND 10 trillion from the economic recovery package in order to implement the local plan together with other capital sources…
Further overcoming difficulties to develop
Addressing the working visit, NA Chairman Vuong Dinh Hue said that 2021 was a year full of hardships, especially for the implementation of tasks on socio-economic development, but with efforts overcoming difficulties, the whole country ensured social welfare, order and safety. Binh Duong was one of the southern provinces and cities heavily affected by the Covid-19 pandemic. The province's socio-economic activities were stalled. Most enterprises suspended or narrowed production, trying to maintain production under the "3 on-site", "1 road, 2 locations" models during the social distancing period. However, with the solidarity and determination of the Party Committee and people, Binh Duong has effectively controlled the pandemic, maintained socio-economic development activities, and well performed social welfare with the motto of "leaving no one behind.”
On behalf of leaders of the Party and State, NA Chairman Vuong Dinh Hue acknowledged and praised achievements done by Binh Duong in Covid-19 prevention and control, economic recovery and development, as well as positive contributions by the Party, all-level authorities, Fatherland Front, mass organizations and people from all strata in the province. He also shared difficulties with the province as well as the hardships and sacrifices of frontline anti-Covid-19 forces and workers during the past time. He believes that the spirit of rebelliousness will be strongly promoted to win against the Covid-19 pandemic. The country will overcome difficulties to gain rapid and sustainable development under the Resolution of the 13th National Party Congress.
NA Chairman Vuong Dinh Hue suggested that in the coming time, Binh Duong should further focus on Covid-19 prevention-control and socio-economic development in the spirit of safe, flexible adaptation, effective control of Covid-19 pandemic; bend on implementing social welfare policies, taking good care of people on Tet; concentrate on Party building, accelebration of studying and following late President Ho Chi Minh's thought, morality and lifestyle; continue paying attention to the renewal of activities of People's Councils at all levels... Regarding proposals by the province, he said that these were legitimate while asking for ministries and sectors to cooperate in solving problems and request the Government to consider and solve them in order to support the province to well perform socio-economic development in 2022 and the following years.
On the evening of the same day, the delegation attended the "Tet reunion – peaceful spring" program 2022, which was organized by provincial Labor Union at provincial Convention and Exhibition Center.
Earlier, during his gift visit to employees of Wanek Co., Ltd. in Vietnam - Singapore Industrial Park 2A, NA Chairman Vuong Dinh Hue said that 2021 was a year full of challenges for Vietnam. Implementing strict social distancing to cope with the Covid-19 pandemic affected all aspects of social life. The business community was most affected with production activities halted, affecting jobs and incomes of employees, including ones at Wanek Co.Ltd. Through a report by the company’s General Director, NA Chairman highly appreciated the company’s adaptability and flexibility with specific solutions to maintain production, stabilize jobs and income for employees, especially the "3 on-site”, "1 road, 2 locations" models... He emphasized: Vietnam always views enterprises and investors’ difficulties or successes as its own, he affirmed, noting that it considers all FDI firms and enterprises in all economic sectors operating in the country as those of Vietnam. The National Assembly has just held an extraordinary meeting, thereby considering a fiscal and monetary policy package to support socio-economic recovery and development program with a value of about 8.5% of GDP for the 2021-2025 period and about 4% applied for 2021…The NA has also issued a number of important resolutions such as reducing the value-added tax rate by 2% in 2022; supporting housing rental for employees... On this occasion, NA Chairman also gave 50 Tet gifts worth VND 300,000 each for employees at Wanek Co.Ltd. with extremely difficult circumstances.
