Nine important resolutions adopted at the 17th session of the 9th Provincial People's Council

 Morning (October 25), the 10th Provincial People's Council, term 2021-2026, held the 18th session (special session) to review and decide on matters under its jurisdiction. Attract investment in social housing construction

At the 18th Session (special session), the Provincial People's Council delegates reviewed and discussed submissions of the Provincial People's Committee; reported on the verification of documents submitted to the session by the Economic - Budget Commission, the Cultural - Social Commission and the Legal Commission of the Provincial People's Council; at the same time, the delegates voted to pass 9 resolutions with high consensus and unanimity to focus on promoting resources, determined to successfully implement the goals and tasks according to the resolutions of the Provincial Party Committee and the Provincial People's Council, and promptly implement the Land Law 2024, Housing Law 2023 following the direction of the Prime Minister.

One of the important resolutions passed at the session was the Resolution on regulations on support mechanisms for implementing social housing investment projects in Binh Duong province. This Resolution is issued to promptly implement the Party's viewpoints, guidelines and policies, and the State's laws on social housing development in the province in accordance with the provisions of Housing Law No. 27/2023/QH15, the national housing development strategy; at the same time, create a legal framework for the state housing management agency to effectively perform its assigned functions and tasks; thereby speeding up the implementation progress as well as attracting investment projects to build social housing in the province, striving to achieve the province's social housing development targets by 2030 according to the approved housing development program, meeting the housing needs of the people, especially workers, laborers and low-income people.

Accordingly, the Resolution stipulates the support mechanism for implementing social housing construction investment projects in the province, such as: Support 50% of the cost of building technical infrastructure systems within the scope of social housing projects, including projects of transportation, communications, energy supply, public lighting, water supply, wastewater collection and treatment, solid waste and other works (except for technical infrastructure systems inside the works) but support does not exceed 5 billion VND/project; 100% exemption from construction permit fees according to the resolution of the Provincial People's Council on the collection, payment and management of construction permit fees in Binh Duong province; 100% exemption from environmental impact assessment report appraisal fees according to the resolution of the Provincial People's Council regulating the collection, payment and management of environmental impact assessment report appraisal fees and environmental improvement and restoration plans in Binh Duong province; 100% exemption for environmental license appraisal fees under the environmental license granting authority of the Provincial People's Committee and district level according to the resolution of the Provincial People's Council regulating the collection, payment, management and use of appraisal fees for granting, re-granting and adjusting environmental licenses under the environmental license granting authority of the Provincial People's Committee and district level in Binh Duong province.

At the same time, the resolution also clearly stipulates support for administrative procedures. Accordingly, the Provincial People's Committee directed specialized agencies at the provincial level and district-level People's Committees to review and simplify internal administrative procedures and eliminate unnecessary procedures for social housing projects; at the same time, establish a specialized or semi-specialized department to manage social housing to support investors when carrying out administrative procedures related to social housing investment and construction projects in the province.

Urgently and effectively implement resolutions

Closing the session, Mr. Nguyen Van Loc, Member of Provincial Party Standing Committee, Chairman of the Provincial People's Council, said that at the 18th Session (special session) of the 10th Provincial People's Council, delegates worked urgently, democratically, responsibly and completed the proposed agenda. The Provincial People's Council reviewed and unanimously passed nine resolutions, reflecting strong collaboration between the Council and the Provincial People's Committee. This partnership aims to effectively implement the policies and resolutions established by the Provincial Party Committee and the Provincial Party Standing Committee for the socio-economic development of the province. The resolutions provide a crucial legal foundation for various levels and sectors to organize and carry out local political tasks in 2024 and the years to come, thereby contributing to the promotion of socio-economic development and the strengthening of national defense and security in the province.

Mr. Nguyen Van Loc emphasized the significance of the topics discussed in this meeting. Consequently, the Provincial People's Council urges the Provincial People's Committee to implement the adopted resolutions urgently and effectively. In particular, regarding policies and support mechanisms on land, social housing construction, subsidies and social protection for beneficiaries, the Provincial People's Council requests the Provincial People's Committee to direct the dissemination of information, timely and complete guidance on the content of the policy; create favorable conditions for procedures, documents and implementation processes; strengthen the inspection of policy implementation, creating fairness and high consensus among party members and people.

The Standing Committee of the People's Council, along with its commissions and delegates, continues to effectively propagate and disseminate resolutions to voters and the public. They also need to oversee the implementation of these resolutions to ensure they truly come to life.

Nine resolutions passed at the 18th Session:

Resolution stipulating the support mechanism for the implementation of social housing construction investment projects in Binh Duong province; on the State budget revenue estimate in the area, revenue, expenditure and allocation of local budget in 2024; on the general construction planning project (scale 1/5,000) of Dat Cuoc Industrial Park in Dat Cuoc commune, Bac Tan Uyen district, Binh Duong province; on land policy for ethnic minorities living in Binh Duong province; regulations on the level of spending on birthday gifts for the elderly in Binh Duong province; amending Clause 1, Article 1 of Resolution No. 11/2021/NQ-HDND dated September 14, 2021 of the Provincial People's Council on the standard level of social allowances, assistance and social protection policies for a number of special subjects in Binh Duong province; on the list of land plots to be auctioned to select investors to implement investment projects using land in Binh Duong province; regulations on criteria for deciding to auction to select investors to implement investment projects using land in Binh Duong province; pilot establishment of Binh Duong Provincial Public Administration Service Center...
