In recent years, despite facing many difficulties and challenges, Binh Duong with appropriate development guidelines and solutions has achieved many important and quite comprehensive results in all fields. The results achieved in the socio-economic development of the province are a combination of many factors, of which the decisive factor is the drastic leadership and direction of the Executive Committee, the Standing Committee of the local Party Committee and especially the important role of the leaders.

Infrastructure development breakthroughs

After nearly 25 years of construction and development, Binh Duong has achieved important achievements in all fields, making positive contributions to the development of the region and the whole nation. Especially, in the 2015-2020 tenure, thanks to the right policies and strategic breakthroughs, Binh Duong has risen strongly to become the bright spot of the Southern Key Economic Zone and the whole nation. The image of a dynamic and creative Binh Duong is always the first selection criterion in the checking list of domestic and foreign investors.

To become an attractive destination for investors as Binh Duong is today is not a coincidence but the result of preparation in many years with a long-term vision of the provincial leaders. In particular, the investment in the synchronous construction of the infrastructure system has been identified as a prerequisite. On such basis, in the past term, the provincial Party Committee has focused on effectively implementing a breakthrough program on mobilizing and promoting resources from all economic sectors to continually invest into infrastructure and socio-economic development of the province. They have effectively arranged and used state budget capital to invest into key projects, creating forces, and at the same time, well mobilizing social resources and strongly attracting capital from many economic sectors to better serve the needs of society and create advantages and increase the competitiveness of the province. Many important traffic works and projects connected to the regional and national transport systems have continually been invested for effective promotion of socio-economic development.

In the near future, the opening of My Phuoc - Bau Bang route will connect seamlessly with the My Phuoc - Tan Van Highway, the routes connecting Binh Duong - Tay Ninh, the upgraded and expanded National Highway 13, the connecting routes of Bac Tan Uyen - Phu Giao - Bau Bang so as to create a connection with the transport system in the region, which will certainly contribute more to the goal of faster and more sustainable socio-economic development.

Drastic command for investment environment improvement

In parallel with the investment in developing the socio-economic infrastructure system and the infrastructure of the industrial park, the provincial leaders have always been paying attention to regular direction of the construction of an open and attractive investment environment. The provincial Party Committee and the provincial People's Committee have directed relevant departments, branches, localities and units to create more favorable conditions for investors, especially the reformed administrative procedures by considering this as an important breakthrough in improving the investment environment of the province.

Aiming for creating convenience and bringing satisfaction to the people coming for administrative procedures, units and localities in the province have constantly improved service quality through boldly application of new solutions and initiatives to create breakthroughs in administrative reforms; in which, they have bee focusing on reviewing, cutting time and simplifying administrative procedures in the field of production and business operations by creating the most favorable conditions for investors, contributing to local socio-economic development.

The province's efforts in administrative reform over the years have been recognized by many organizations and highly appreciated by the business community. Recently, the provincial Public Administration Performance Index (PAPI), especially the Provincial Competitiveness Index (PCI) of Binh Duong has been markedly improved. Recently, the Vietnam Chamber of Commerce and Industry has announced the PCI for 2020 based on a survey of nearly 12,300 enterprises. Accordingly, Binh Duong was ranked 4th in the nation, in the group of "Very Good" by gaining 9 ranks compared to 2019. Binh Duong is also the locality that continues to lead the PCI 2020 rankings in the Southeast region, followed by Ho Chi Minh City and the provinces of Ba Ria - Vung Tau, Dong Nai, Tay Ninh, Ninh Thuan, Binh Thuan and Binh Phuoc. Notably, out of 10 sub-indices, Binh Duong has 7 gaining points, including market entry indicators, time, cost, fair competition, dynamism of the provincial government, business support services and so on. In the coming time, Binh Duong will continue to strive to maintain the PCI in 2020 among the leading provinces and cities. The goal is not only to raise the PCI ranking but also to make Binh Duong a lasting attractive destination for investors.

Talking about the need to continually improve the PCI and PAPI, Tran Van Nam, Member of the Party Central Committee, Secretary of the provincial Party Committee and Head of the 14th tenure provincial National Assembly Delegation, emphasized: “If we perform well by these two indicators, the immediate outcomes are for the people and benefits of businesses. These indicators are not only to improve rankings, but also for the people and businesses.”

Not only creating a favorable and open investment environment, provincial leaders are always interested in investment, production and business activities of enterprises in the area. For many years, provincial leaders have regularly maintained meetings and dialogues with businesses in the province. Through these meetings, many problems related to legal procedures, tax policies, and so on were discussed openly and frankly by provincial leaders and businesses. Thereby, the provincial leaders promptly listened to many opinions and recommendations from the business community to quickly solve the inadequacies and difficulties that enterprises encountered. In addition to directly meeting and dialogue with businesses, the provincial leaders have also directed industries such as customs and tax to organize meetings and dialogues with businesses and industry associations to promptly remove barriers. Recent meetings and dialogues with businesses have become one of the effective solutions demonstrating the realization of Binh Duong's commitments by creating a healthy business environment for businesses to operate in the province.

It can be said that, the appropriate policies on investment in infrastructure development to create an open investment environment and especially the close and continual leadership and direction of the Party Executive Committee, the provincial Standing Party Committee has helped the locality continue to be in the top of the provinces and cities of attractive investment environment for investors to choose as a destination. In the opposite direction, Binh Duong is showing inherent dynamic and creative spirit of constant solutions to offer the best advantages for investors on choosing Binh Duong for investment.
