People’s council in a bid of reforms to improve quality of all-level activities

A voter is questioning delegates

 

As for preparation of sessions, law enforcement activities have been integrated into inspection report of law institution agency. Meanwhile on the agenda, regular reports may not be presented directly at the session but are sent to delegates for their own researches; however, compilation of proposals and ideas of voters as agreed by permanent committees of People’s Council and Fatherland Front Committee will be presented.

 

When the sessions are organized, delegates have to wear badges during the sessions and in meeting with voters. As for media broadcasting, some sessions of Provincial People’s Council will be live on television while at district and commune levels the sessions will be live on radio including opening and closing sessions and voters’ queries.

 

Meetings with voters as ruled by the laws are vital activities off delegates; however, they failed to be standardized as asserted by Mr. Tu Xuan Son, Deputy Chair of Fatherland Front Committee. The most problematic of all are meetings with workers. Delegates also miss out meeting voters at their work places although the laws allow them to do so, said Mr. Son. Thus, Mr. Son called for a boost of what has been neglected. He also mentioned the limitation of note taking in voter meetings which may waste time and be misleading. He suggested to allocate specialized ‘note takers’ to completely record the opinions of voters.

 

Another issue was that time for meetings with voters has not been well arranged to maximize availability of voters.

 

“Delegates may find it disadvantageous for sessions on Saturdays and Sundays but, in my opinion, weekends are more suitable for attracting plenary of public people,” said Mrs. Nguyen Thi Minh Nguyet, a commissioner of permanent committee under Thu Dau Mot Town People’s Council as suggesting time reform.

 

Meetings with voters and sessions of people’s councils have been promoting factors for the success of resolutions of Party congresses.
