Provincial Archive Center contributes to the development of a smart city

 Provincial Archive Center will contribute to the goal of promoting reform, solving administrative procedures and building an e-Government for Provincial Party Committee and People's Committee's direction and administration; and will facilitate the process of Binh Duong smart city construction.

The project of Binh Duong Archive Center will contribute to the goal of administrative procedure reform and building Binh Duong smart city.

 Quality and progress assurance

The project was approved by Provincial People's Council on Sep 29th 2015. On that basis, Provincial People's Committee issued Decision No. 1110/QD-UBND dated April 27th 2019 to ensure the legal foundation for project implementation. As a civil construction work of grade 2, the center includes 9 floors and 1 rooftop, has a total floor area of 12,311m2, is equipped with technical systems including electrical, lighting, water supply and drainage, surveillance, communications, automatic fire protection systems. In addition, the project also has specialized equipment and synchronous office equipment to meet requirements of preservation, storage, quick and scientific retrieval of scientific and long-term documents. The project has a total investment capital of VND 371 billion.

Vuong The Hung, Deputy Director of Provincial Construction Investment Project Management Board, said: “The project was started on Dec 30th 2019. During construction process, the contractor actively mobilized financial resources, personnel, machinery and equipment. Materials and devices as prescribed were selected and installed in a timely manner to ensure quality. By Mar 19th 2021, after 16 construction months, the construction and installation stages according to design were completed; quality, safety and progress were guaranteed. Mr. Vuong added that the COVID-19 affected the supply and installation of equipment, but the contractor made great efforts. By Mar 31st 2021, the contractor completed works of supplying, installing and instructing operation; equipment and devices ensured quantity and quality according to design and regulations.

To facilitate administrative reform

The e-government information system and smart applications were built up and put into operation effectively. This have been helped the decision-making, direction and administration of provincial leaders, served social welfare, contributing to building a data-based smart city, improving people's lives. IT application, building a database is one content of the 2021 implementation plan of Binh Duong smart city project; and has been approved by Provincial Party Committee.

Binh Duong Archive Center project has the aim of storing state management records and information from Binh Duong province's establishment to now, serving the research and retrieval of records and documents in a complete, accurate, and quick manner for administration activities of state agencies. For example, administrative documents, scientific and technical documents, documentaries and video tapes shall be long-term and permanently archived; documents of high historical value of the province. Furthermore, the project creates a cultural environment through on-site exhibitions and document exploitation activities.

Ly Van Dep, Deputy Director of provincial Department of Home Affairs, said that a storage system with advanced equipment would guarantee the integrity of archives, create an optimal preservation mode, minimize harmful agents to archives in any circumstances. Besides, ancillary construction works shall ensure that the infrastructure for effective archive, documents are protected and preserved safely. These are valuable documents on politics, economy, culture, education, society, science and technology that were formed during the development of the Party and State agencies, social organizations, historical figures, historical periods of our nation.  This place will also become a cultural address of Binh Duong province,” emphasized Mr. Ly.

 In 2021, Binh Duong allocated over VND 12,000 billion of public investment capital to about 354 projects that are undergoing investment procedures as well as implementation. In which, 55 projects will be executed with a total investment of about VND14,400 billion, 37 projects shall be completed and put into use with a total investment of about VND6,700 billion. Projects in the province still mainly focus on infrastructure investment in order to create competitive advantages in attracting investment, contributing to sustainable socio-economic development, serving the goal of civilized and modern Binh Duong.
