Provincial National Assembly Deputy Delegation holds conference contributing ideas to draft Law on Civil Defense

On the afternoon of October 10, provincial National Assembly deputy delegation held a conference contributing ideas to the draft Law on Civil Defense. Nguyen Thi Ngoc Xuan, Deputy Head of provincial National Assembly deputy delegation chaired the conference (photo).

At the conference, Senior Lieutenant Colonel Nguyen Dinh Tuan, Deputy Chief of Staff of provincial Military Command said that through the study, there are many contents that need to get contributive ideas when being promulgated and deployed, avoiding overlaps from ministries, sectors from central to local levels. In the Article 5 of Chapter 1, the types of incidents related to civil defense in many sectors are still general, so it is recommended to supplement and identify specific advisory ministries and sectors. A representative of provincial Department of Finance also said that there should be clear regulations on investment in equipment, the progress of implementation during the pandemic period, the level of the pandemic will be different from the time when there is no pandemic, thereby having no problems with the mechanism.

The draft Law on Civil Defense was born with the aim of creating the most common legal framework for preventing and overcoming war consequences; preventing and overcoming natural disasters, incidents of natural disasters and pandemics in order to best protect people's lives, health and properties; improving the legal effectiveness of the legal system on civil defense law; strengthening preventive measures and ensuring proactiveness in preventing disasters and overcoming consequences from them to protect people, agencies and organizations and the environment, thereby raising capacity on civil defense to minimize damages caused by natural disasters, incidents and epidemics; meet the requirements of national economic construction and development in association with consolidating national defense-security and step by step realizing international integration in the new context.
