Provincial People’s Committee promulgates regulations on water resource management

The provincial People's Committee has just issued Decision No. 04/2019 / QD-UBND regulating water resource management in Binh Duong province. This decision takes effect from April 1, 2016 and replaces Decision No. 44/2014 / QD-UBND dated December 4, 2014 of the Provincial People's Committee.

This provision provides for basic water resources investigation; authority for registration of underground water exploitation, licensing of water resources activities and approval of the granting of water resource exploitation rights; responsibilities and powers of state management agencies on water resource management and organizations and individuals operating on water resources in the province. Subjects of application include state management agencies, organizations, individuals and households related to water resource activities in Binh Duong province.

Compared to Decision No.44 / 2014 / QD-UBND, this decision revises and supplements some new contents such as: Removing the explanation of each and every thing related to water resource planning, procedures related to procedures administrative is guided by articles, clauses of the decree, circulars ... Responsibility for inventory of water resources is assigned to district-level People's Committees to implement; The authority to grant and approve the fee for granting water resource exploitation rights is specified for the Department of Natural Resources and Environment and the District People's Committee. At the same time, this decision also stipulates in more detail the responsibilities of professional agencies under the Provincial People's Committee, the responsibilities of People's Committees at district and commune levels.
