Real situation and measures to local environmental protection plan

The province’s environmental protection plan between 2007 and 2010 includes 4 common targets, 13 specific targets and 3 key groups with 16 tasks and projects and 33 projects prioritized for investment and investment research…After three-year implementation, this plan has greatly contributed to the stable and sustainable development of the province.

 

From targets, tasks, projects…

 

So far, the province has basically fulfilled some key targets of its environmental protection plan between 2007 and 2010. Among 13 targets, there were 5 targets getting 100% compared to the set plan, including those of putting production establishments in areas approved, the ratio of rural people in use of clean water and hygiene toilets…; 6 targets reaching over 90%, including the ratio of industrial parks with concentrated waste water treatment systems meeting standards, the ratio of solid waste collected and treated…

 

To achieve the above targets, the province’s authorities, natural resources and environment sector and mass organization over time took initiative in putting forward projects and measures to well realize joint programs on environmental protection. Particularly, they focused on raising public awareness about environmental protection via many forms, including organizing training courses, seminars, meetings and self-management models on environmental protection…, contributing to bringing considerable results for environmental protection.

 

The province’s State administration work on environmental protection has seen constant improvement, initially meeting requirements of the local environment management in the current period. So far, the province’s environmental protection forces have jointly made basic inspection of 6 out of 8 projects on solid waste planning; collection and treatment of urban solid waste, health waste; management of industrial and toxic solid waste; assessment of the quality of underground water in areas with the risk of pollution…

 

Over the past time, the province’s sectors and departments also made efforts in implementation of the environmental protection projects prioritized for investment. There were 33 such projects completed with a total investment capital of more than VND4.47trillion, comprising of 10 projects on water supply, 8 on urban and industrial waste water drainage…

 

Results are not small, but…

 

The results of the province’s environmental protection plan between 2007 and 2010 have made contributions to the development of the province. The public awareness of environmental protection has been raised, but there are still shortcomings for change, including the State administration work on environmental protection, the situation of environmental pollution in areas with urban and industrial development, the slow pace of the projects on environmental protection…

 

To uphold the results done, continue to concretize the tasks on environmental protection and strive to fulfill the targets in the 2011 and 2015 period, sectors and localities in the province will focus on building up and taking such measures as realizing the education work to raise the awareness and responsibility of the community about environmental protection; strengthening the State administration work on environmental protection; hastening investment and construction of the infrastructure projects for waste treatment; boosting regional and international cooperation on environmental protection; speeding up the socialization and diversification of capital sources for environmental protection…

 

Here are some specific targets of the province’s environmental protection plan in the 2011 and 2015 period:

 

-100% new investment projects are arranged under planning.

-100% of industrial parks in operation have waste water treatment systems meeting environmental standards.

-100% of establishments causing environmental pollution are absolutely treated or removed from residential areas.

-Reaching 90% of collecting and treating solid waste.

-Achieving 100% of collecting and treating health waste

-Gaining 98% of rural households in use of clean water

-Achieving 95% of rural households with hygienic toilets

-Achieving 90% of breeding facilities with waste water treatment systems

-Getting 57% of forest coverage, forestry trees and perennial trees….

 

The project on investment and installation of the automobile waste water observation and measurement system has been successfully realized, contributing to strengthening the province’s State administration work on environmental protection.
