Ho Chi Minh city’s belt roads 3 and 4 are expected to be strategic and vital traffic axes, promoting socio-economic development of Binh Duong and other localities in the Southeastern region. However, implementing these roads has so far encountered obstacles in terms of compensation and site clearance.
Speeding up progress
Ho Chi Minh city’s belt road 3 project is an important traffic connection project of the Southern Key Economic Region. Accelerating site clearance and compensation for the project will make an important contribution to speeding up its construction progress, soon completing and putting into it use to promote investment efficiency.

The component 6 project of the belt road 3 through Binh Duong has total investment of more than VND 13.52trillion. The total area of land recovered is 78.64 hectares, affecting 1,511 cases. Up to now, the land area recovered has reached 80% of total. The available area for construction of the bidding packages has reaches 87.5% of total. Particularly, the construction package No.1 - Tan Van intersection, construction package No.2 - Binh Chuan intersection, construction package No.3 - Binh Chuan to Saigon river, construction package 4 - Binh Goi bridge have reached 83.11%, 90.58%, 91.15% and 86.6% of available area for construction, respectively.
The project has 15 locations that need to relocate technical infrastructure, including water supply pipeline infrastructure with 4 intersection locations: Tan Van, Binh Chuan, Nguyen Thi Minh Khai, National Highway 13. Telecommunications cable infrastructure has 5 intersection locations, comprising of Tan Van, Binh Chuan, Nguyen Thi Minh Khai, CMT8, National Highway 13. Medium and low voltage grid infrastructure has 6 intersection locations, including Tan Van, Binh Chuan, Nguyen Thi Minh Khai, CMT8 , Highway 13 and Binh Goi bridge.
According to provincial Traffic Construction Investment Project Management Board, in order to carry out the relocation of technical infrastructure, the units managing water supply pipelines and telecommunications cables are making plans to carry out relocation by themselves under the progress of the project. For medium and low voltage power grid infrastructure, after receiving opinions from the Appraisal Council, the Management Board is completing relocation dossiers with the project’s capital.
In the coming time, the Management Board will further coordinate with relevant units to hand over the site to carry out project construction as planned while resolving related problems. Tran Hung Viet, Director of the Management Board said he has proposed the People's Committees of Thuan An city and Di An city to continue directing Land Fund Development Centers and related units to complete 100% of site clearance work, ensuring disbursement of arranged public investment capital, urgently handing over the site so that construction and installation packages can be deployed in a synchronous way on schedule.

Ho Chi Minh city’s belt road 4 project has important significance in the development process of localities in the province and neighboring localities. Once being completed, the project will contribute to shortening traffic time, promoting and socio-economic development of Binh Duong and the region.

The belt road 4 of Ho Chi Minh city passes through the province from Thu Bien bridge to Saigon River, in 2024 with the component 1 project on site clearance with a capital plan of VND 6.64trillion. However, the Management Board has not been handed over design documents and field boundaries to carry out further procedures. Meanwhile, according to the plan of provincial People's Committee, the work of receiving and handing over the site clearance boundary will start from August 2023 to October 1, 2023.
Tran Hung Viet, Director of the Management Board said that he had proposed provincial Department of Transport to soon appraise design dossiers for installing landmarks for site clearance and submit them to provincial People's Committee for approval. After approval by provincial People's Committee, Becamex IDC will urgently install landmarks in the field, hand them over to the Management Board and land fund development centers to carry out compensation, site clearance and set up a feasibility study report.
For the site clearance component project of Thu Bien - Dat Cuoc road, in 2024, the planned capital allocation is VND 900 billion. As of February 23, 97% of the project’s existing part had paid compensation and 94% of the site was handed over. Regarding the additional part, provincial People's Committee approved its site clearance boundary on September 29, 2023. Accordingly, North Tan Uyen district’s People's Committee issued a plan to recover land, investigate, survey, measure and count with 59 households and 3 organizations on the area of 9.77 hectares for the phase 1, with 10 households and 3 organizations on the area of 1.02 hectares. The Management Board also submitted a report on project feasibility study to provincial Department of Planning and Investment for appraisal and adjustment.
Mr. Viet said that in order for the site clearance work to be completed soon and handed over to the construction unit, the Management Board has proposed North Tan Uyen district’s People's Committee to direct the Council for Compensation, Site Clearance and related units to absolutely resolve remaining problems with the existing site clearance section. With the supplement, the Management Board has proposed provincial Department of Planning and Investment to soon appraise and submit it to provincial People's Committee for adjustment.
