Researches conducted on the model of green industrial and urban development of Japan

Within the framework of the cooperation program between the provincial Party Committee of Binh Duong and the Central Theoretical Council to implement the project of "Summarizing the development model of Binh Duong province in the country's renovation process and the vision towards 2050", from March 28, the working delegation of the Central Theoretical Council and Binh Duong province led by Prof. Dr. Ta Ngoc Tan, Deputy Permanent Chairman of the Central Theoretical Council arrived in Japan to study and survey the reality to serve the implementation of the project. Joining the working delegation to Binh Duong province are Dr. Nguyen Hoang Thao, Standing Deputy Secretary of the Provincial Party Committee, Principal of the Provincial Political School; Ms. Truong Thi Bich Hanh, Member of the Standing Committee of the Provincial Party Committee, Head of the Propaganda Department of the Provincial Party Committee, along with leaders of some relevant departments and sectors.

Researches on green growth

Immediately after arriving in Japan, the working delegation urgently worked and conducted field surveys at some units in Yamaguchi province, including Tokuyama Company specializing in fuel production, semiconductor materials, soda products, industrial plastics and green materials. Subsequently, the delegation attended the seminar ob "Understanding the model, development experience of the provincial level of Japan - Yamaguchi province" held at the Yamaguchi Provincial Committee.

Making statement at the seminar, Prof. Dr. Ta Ngoc Tan, Vice Chairman of the Central Theoretical Council, expressed sincere thanks and highly appreciated the relationship between Yamaguchi province and Binh Duong province. “We are very hopeful that the relationship between Yamaguchi Prefecture and Binh Duong Province will become a model of a relationship that is not only closely attached, emotional, but also a relationship that brings positive results. We wish that this relationship will continue to develop, contributing not only to the development of the two localities but also positively contributing to the good economic, cultural, political, and security relationship between Vietnam and Japan,” Prof. Dr. Ta Ngoc Tan spoke.

Delegates attending the symposium in Yamaguchi Prefecture, Japan

At the symposium, delegates were briefed on an overview of Yamaguchi Prefecture, a province known for its strengths in industrial development, especially in supporting industries, manufacturing industries, and automotive parts production. Yamaguchi Prefecture is also a place where many small and medium-sized enterprises are concentrated, suitable for the economic development model of Vietnam in general and the policy of attracting Japanese investors of Binh Duong province in particular.

Delegates also listened to Mr. Muraoka Tsugumasa, Governor of Yamaguchi Prefecture, lecture on current global topics such as: "Challenges of the carbon-neutral industry" or "Efforts to promote the semiconductor and energy storage industry". The basic goal, according to Mr. Muraoka Tsugumasa, is to increase growth and develop the province's industry based on the target of carbon neutrality by 2050. Accordingly, the province implements 5 contents: Restructuring energy supply and demand; promoting, innovating and creating growing industries; actively transforming businesses, developing new businesses; close cooperation between enterprises, institutions and public finance; promoting the combination of central policies.

Statement at the seminar, Mr. Nguyen Hoang Thao, Standing Deputy Secretary of the Provincial Party Committee, Principal of the Provincial Political School, highly appreciates the initiatives and solutions of Yamaguchi province in particular and Japan in general in responding to climate change and the carbon neutrality trend in industrial development. Mr. Nguyen Hoang Thao said that Binh Duong is an industrial development province, so it also faces carbon emissions, hazardous waste, wastewater. Therefore, after 25 years of development, the province has drawn many profound lessons about development in harmony with environmental protection. From there, the province has adopted a strategy for developing green industry, carbon neutrality. Currently, the province has allocated 16,000 hectares to establish green industrial zones to attract green, clean development investors.

Urban development survey

In the research and work program in Japan, the working group had a survey and worked with the Tokyu Group. Formed from the Meguro Kamata Dentetsu Company (established in 1922), Tokyu is one of the largest and oldest economic groups in Japan, operating in many fields such as railways, transportation, retail systems, culture, education among which, the most prominent is urban development.

During the working session, the working delegation was briefed on Tokyu's urban development model through the group's typical projects. The projects are formed with clear objectives and optimal solutions when implemented. These are urban areas developed according to the TOD model, such as: The area around Shibuya Station with the development goal that this urban area will become the "most desirable place to visit when coming to Japan", which is the area around Futako Tamagawa Station with the aim of developing towards harmony between urban and nature. Or the area around Tama Plaza Station, Tokyu cooperates with private landowners to develop urban areas and the surrounding area around Minami Machida Station is developed according to the public-private partnership model between the government and Tokyu.

After researching and exchanging with the leaders of Tokyu Group, the working delegation surveyed the actual urban development projects of the group in Tokyo, at the same time, understanding the optimal and superior urban development solutions that Tokyu Group has successfully implemented in the land of the rising sun.
