To keep up helping poor people escape poverty

This was the opinion of Trinh Duc Tai, Head of Culture and Society Board of the provincial People's Council, in the latest interview with Binh Duong Newspaper about the actual survey of poor households, implementation results of Provincial People's Council Resolution on multidimensional approaching poverty standards in 2016-2020 and reservation policies for newly escaped households in the locality and Department of Labor, War Invalids and Social Affairs (DOLISA).

 - Sir, after the survey of Culture and Society Board of the Provincial People's Council, how do you assess the results of multi-dimensional poverty reduction in the province in 2016 and 2017?

- The board established delegations to survey the actual situation of localities and poor households in the province. Through the survey, for the implementation of Resolution 47 of Provincial People's Council on multi-dimensional poverty reduction, all levels set up Steering Committees for poverty reduction; carried out policy propaganda to all levels, poor households, near-poor households. Policies promulgated by provincial People's Council on preferential treatment for poor households, such as clean water, environmental sanitation, loans ... were well enforced by units and localities. In addition, units also mobilized the entire political system, the collaboration of sectors and mass organizations for synchronous solutions, such as credit policy support, accommodation support, healthcare, education, vocational training, social welfare... As a result, by April 2017, the province had 269 households escaping from poverty. The province has 3,620 poor households and 3,024 near-poor households according to provincial criteria.

- In addition to good aspects, poverty reduction in localities has which limitations, sir?

- In addition to good results, through monitoring, the board recognized that there were still some difficulties and shortcomings in poverty reduction. Due to different economic, social and living characteristics of the province, as conducting the survey of poverty assessment according to the Central did not really correspond to local situation. Many localities in the province have difficulties, and limitations in identifying poor households.

Policies for poverty reduction were not close to the actual situation of each locality. Policies supporting education, health, accommodation and electricity for poor households at some time and some localities were not timely implemented; the level of accommodation support from state budget was still limited and social and community contributions were mobilized. Therefore, accommodation quality for the poor was still low. Some poor households, near-poor households did not borrow loans for production and business, due to lack of access to information, consultancy on efficient use of loans, ways of doing business, ability to pay.

In addition, the propaganda and dissemination of guidelines, policies and documents related to poor and near-poor households under the approach of multi-dimensional poverty was not really in depth; propaganda and education to raise people's awareness was not effective; the collaboration between departments, unions and localities in the implementation of poverty reduction was not tight and synchronous; monitoring and supervision of all levels in the implementation of poverty reduction programs was still limited.

- Sir, through this survey, Culture and Society Board of the provincial People's Council made what proposals to provincial People's Committee to well implement Provincial People's Council Resolution on poverty reduction?

- The board suggested provincial People's Committee should strengthen in-depth and broad dissemination, propaganda among all people's strata on sustainable poverty reduction in a multi-prong approach. In order to help poor and near-poor households to fully access supporting policies, loan information to improve their family economy, their living standards and step by step escape from poverty.

Continue to improve DOLISA's role in advising the provincial People's Committee on the implementation of the provincial People's Council Resolution, policies and regulations on poverty reduction and social security period 2016-2020; to build and quantify criteria for reviewing and evaluating the Central poverty measurement toolkit to become more close to local economic, social and living conditions.

Besides, the provincial People's Committee should direct branches, levels, mass organizations and localities to intensify investigation, inspection and supervision of poor households according to criteria prescribed by law, the people's needs for poverty escape... to ensure fairness, publicity, transparency and restriction of deficiencies; To collaborate in the timely implementation of documents guiding policies to support poor people in production and their family economy development, thus contributing to significantly reducing poor household’s ratio; To attach importance to vocational training and job introduction in line with economic development characteristics of each locality in order to help the poor have stable jobs.

Pursuant to the Government's Decree No. 100/2015 / ND-CP dated October 20, 2015 on the development and management of social houses, the provincial People's Committee should direct Department of Construction to advise specific solutions and policies on housing need for social policy beneficiaries, social protection, the poor ... to ensure the spirit of the 12th National Party Resolution.
