Measures for production and business stablization enhanced

Upon determining that the prevention and control of Covid-19 is still the most urgent and important task, Binh Duong, at the same time, is implementing urgent solutions to remove barriers of production and business operations by ensuring safety and security, social welfare in response to the Covid-19 epidemic.

Production in mere safety

Up to now, the Covid-19 epidemic has been incurring a great impact on the socio-economic situation of the province. In August, economic development indicators still grew, but the speed has decreased compared to previous months, in which, the index of industrial production (IIP) in August 2021 was estimated to decrease by 10.9% over the previous month and 12.6% over the same period. Departments, branches and localities in the province continue to step up inspection, supervision, and guidance to enterprises to proactively implement solutions to prevent Covid-19 epidemic as well as maintaining and stabilizing production, the province is trying its best to protect and facilitate businesses to implement "3 on site", "1 route and 2 destinations" to be able to continue production.

By now, 1,319 enterprises in industrial parks in the province are working by "3 on site", "1 route and 2 destinations" measures for 146,682 working employees. After workers were vaccinated at enterprises and in residential areas, businesses began to register to implement new production models based mainly on the form of "3 onsite" and "1 route and 2 destinations”. More than141 registered enterprises with 21,678 employees have accounted for 37% of the daily labor rate of these enterprises.

Mr. Bui Minh Tri, Head of the Management Board of Binh Duong provincial Industrial Parks, said that the province's policy is to maintain production and business activities in eligible places according to the principle of "safety to produce, production must be safe".  The Management Board has cooperated with the investors of 27 industrial zones in operation to organize vaccination for workers engaging in production at the enterprises. By August 15, the number of workers vaccinated has reached 93%.In the current context, it poses great requirements and tasks to fiercely and effectively fight the Covid-19 epidemic, and at the same time, it is necessary to maintain and restore production and business operations, making the best efforts not to disrupt the production and supplying chains.

Continual accompanying enterprises

Binh Duong is zoning out high-risk areas to control the epidemic, at the same time, narrowing the "red zones" and expanding the "green zones" with the determination to return to the new normal state by September 15. The province has developed a plan to allow businesses in "green zones" to resume operations and arrange accommodation for workers to ensure safety in the production processes.

On implementing the 3 green triple helix of “factories, accommodations and workers” in the “green zone” areas, in particular, it is recommended that investors and businesses must strictly manage and control people and vehicles entering and leaving the enterprise. Any failures of observing the requirements and being unsafe will be forced to stop operating. At the same time, we should strictly manage information related to the employees by ensuring food safety and hygiene, security-order, and safety in production.

Enterprises are only allowed to organize production and business activities when they have tested and screened all workers and employees to meet the conditions. Before the production, the entire factory areas must be disinfected according to regulations; and, samples for testing and screening are taken twice (on the 3rd day before the operation by PCR test with 10 samples and on the actual day of activity by rapid antigen test by pooled samples of 3 to 5 people). During the operations, production, and organization of screening tests for SARS-CoV-2 by rapid antigen tests or by RT-PCR methods of pooled samples, they should perform every 5 days. Daily testing of people receiving, transporting goods, food, and so on moving in and out of the business campuses.

In order to ensure safety and avoid cross-infection from the community into businesses and vice versa, local authorities have actively coordinated with businesses to contact and mobilize tenants shall pilot the rearrangement for workers who work together in the same enterprises to share the same accommodations.
