7th thematic session of 10th provincial People's Council approves many important resolutions

Yesterday (October 19), the 10th provincial People's Council held its 7th thematic session to approve 8 important resolutions. The session was attended by Nguyen Van Loi, member of the Party Central Committee, Secretary of provincial Party Committee, Head of provincial National Assembly Deputy Delegation; Nguyen Hoang Thao, Permanent Vice-Secretary of provincial Party Committee; Vo Van Minh, Vice-Secretary of provincial Party Committee, Chairman of provincial People's Committee; Pham Van Chanh, member of provincial Party Standing Committee, Chairman of provincial People's Council; Nguyen Van Loc, member of provincial Party Standing Committee, Head of provincial Party Committee’s Mass Mobilization Commission, Chairman of provincial Fatherland Front Committee; leaders of departments and sectors; members of provincial National Assembly deputy delegation and People's Council.

Socio-economic situation getting thriving

Speaking at the session, Pham Van Chanh, Chairman of provincial People's Council said that the 7th session took place when the whole province was mobilizing resources, determined to successfully implement the set goals and tasks in 2022. Over the past 9 months, the province's socio-economic development reached positive changes in most fields. As of October 2022, 14 out of 34 socio-economic targets reached and exceeded the annual plan. Most targets were maintained at stable growth and they are expected to complete the plan by the end of the year.

An overview of the 7th thematic session of the 10th provincial People's Council

In addition to positive results, the province still has to focus on solutions to overcome some shortcomings in the progress of provincial planning; disbursement of public investment capital; fire prevention and fighting, environmental pollution; traffic congestion, local flooding... In particular, the field of public investment is identified with a number of urgent tasks under the jurisdiction of provincial People's Council to consider and decide on the basis of ensuring central regulations and being in accordance with the local actual situation.

Therefore, at the 7th session, provincial People's Council focused on contents deciding public investment fields, including reviewing and adjusting the 2021-2025 medium-term public investment plan; adjusting the public investment plan for 2022; adjusting and stopping the investment policy of public investment projects; setting up the public investment plan for 2023. Along with that, it was decided on a number of important issues related to the use of bonuses exceeding the estimated revenue in 2021, supplementing and adjusting State budget revenue and expenditure estimates and allocations; permitting the implementation of the contents of the planning for mineral exploration and use until provincial planning is approved...

Proposal to recognize Di An as a second-class city

One of the important contents approved by the session was the Resolution on the approval of the scheme recognizing Di An as a second-class city under Binh Duong province. Tran Thi Minh Hanh, Head of provincial People's Council’s Economics - Budget Committee said that Di An city is located at the intersections of the region’s important economic corridors, the focal point of road, railway traffic traffic and a part of the waterway in the southern region of the province and the eastern region of Ho Chi Minh city. Building Di An into a second-class city will create a driving force to promote socio-economic and urban development for Di An city in particular and Binh Duong in general. Therefore, the Economics - Budget Committee agreed provincial People's Council's approval of the proposal to recognize Di An city as a second-class city under the province, which is a necessary and competent procedure in accordance with the law.

In terms of the actual development situation after 5 years, since being recognized as a third-class urban area in March 2017 and recognized as Di An city in January 2020, Di An has seen many strong changes. The economic development with high growth, rapid urbanization, positive socio-cultural changes, increasing quality of people's life has affirmed that Di An is an industrial - service - educational city; is one of the main driving forces contributing to promoting the process of socio-economic development and urbanization of the whole province.

In terms of urban status, based on the standards of the criteria specified in the the National Assembly Standing Committee’s Resolution No. 1210/2016/UBTVQH13 dated May 25, 2016, the construction project is guaranteed to meet all 5 criteria with 91.22 out of 100 points. Specifically, criterion 1 in terms of position, function, role, structure and level of socio-economic development is 17.0 points (specified score of 15-20 points); criterion 2 on population size is 7.99 points (specified score of 6 - 8 points); criterion 3 on population density is 6.0 points (specified score 4.5 - 6 points); criterion 4 on the ratio of non-agricultural workers is 6.0 points (specified score 4.5 - 6.0 points); criterion 5 on the level of architecture, urban landscape and infrastructure development is 54.23 points (specified score 45 - 60 points). Based on the Provision 3 of the Article 10 of the National Assembly Standing Committee’s Resolution No. 1210/2016/UBTVQH13 dated May 25, 2016, the conditions for urban recognition when the criteria are met with the minimum level and total points of the criteria to achieve 75 points or more.

Through the self-scoring results, all 5 criteria are above the minimum score, some criteria have reached the maximum score and the total score of the criteria is 91.22 points. Therefore, provincial People's Council’s Economics - Budget Committee found that the project was eligible to submit to the Ministry of Construction for appraisal and submission to the Prime Minister for decision to recognize Di An as a second-class city under the provisions of the Article 11, Article 13 of the Resolution No. 1210/2016/UBTVQH13.

However, through the examination of provincial People's Council’s Economics - Budget Committee, it was found that 5 standards under criteria 1 and 5 are still at a low level and have not been met. Accordingly, provincial People's Council’s Economics - Budget Committee has proposed provincial People's Committee to direct Di An city to implement solutions to continue investing and upgrading the standards of land for construction of public works and medical facilities... in order to develop Di An to truly become a civilized and modern city with people's quality of life improved, contributing to creating the main motivation for the socio-economic development and urbanization process of of the province.

At the 7th thematic session, the 10th provincial People's Council dismissed Le Phu Hoa from the position of member of the 10th provincial People's Committee for the 2021-2026 tenure, former Director of provincial Department of Foreign Affairs (retired from October 1, 2022). The session also dismissed Trinh Duc Tai from the position of Head of the 10th provincial People's Council’s Committee for Culture - Social Affairs for the 2021-2026 tenure.
At the session, delegates also elected to additionally elect Trinh Duc Tai, Director of provincial Department of Labor, War Invalids and Social Affairs as a member of the 10th provincial People's Committee for the 2021-2026 tenure. Delegates voted to ratify a resolution approving the resignation of Pham Van Chanh, member of provincial Party Standing Committee, Chairman of the 10th provincial People's Council for the 2021-2026 tenure from the duties of a member of the 10th provincial People's Council for the 2021-2026 tenure (under his aspiration). They also voted to pass a resolution approving the resignation of Nguyen Truong Giang, former Deputy Director of Binh Duong Customs Department from the duties of a member of the 10th provincial People's Council for the 2021-2026 tenure (due to getting a new assignment).
