A breakthrough in administrative reform

On 10^th Feb, PPC celebrated the launch of Public Administration Center and one-stop software, public administration site at provincial Integrated Political Administrative Center. This was considered as a new breakthrough step in administrative reform in the province.

A new model

Witnessing the preparation process for Public Administration Center’s inauguration, many people and businesses have appreciated the determination of provincial leadership. While provincial Integrated Political Administrative Center’s formation demonstrated the will of provincial Party, government and people towards unified, centralized, modern administrative structure commensurate with socioeconomic growth; Public Administration Center’s appearance is a totally new model in order to improve management ability of the Government in administrative procedures reform.

Public Administration Center’s Director Truong Cong Huy said, the center was established due to the desire to serve best the people, businesses, and to improve governmental management ability. This is an important step in the modernizing process of provincial administrative procedures. The Center is to coordinate, monitor, supervise one-stop units to ensure timely settlement of administrative procedures. The Center also conducts surveys of people, businesses’ satisfaction to propose innovation, improvement in administrative procedures handling.

In recent years, especially in 2014, provincial leaders have paid much attention to administrative reform. Since provincial Integrated Political Administrative Center was put into operation, local administrative reform has been boosted, contributing to administrative procedures handling, creating high satisfaction at people, and spurring investments in the province. Therefore, the opening of Public Administration Center will continue to successes in people serving, being a premise for provincial Integrated Political Administrative Center to build up an electronic, modern and friendly working environment.

Increasing information technology application

On the other hand, PPC developed one-stop software and public administrative information website. These are favorable conditions for promoting democratic rights of the people, strengthen people’s supervision on agencies’ activities. Since then, governmental agencies can adjust, improve their operation and procedures. Currently, ground floors of Block A and Block B of Political Administrative Center were equipped with 46 computers and touch screens for information lookup.

The public administrative information website is also a breakthrough in the IT application. People can now track their files, search information of online public services. The website provides online public service or type 2 with 100% of administrative procedures of bodies at provincial, district, commune levels. People can go to: dichvucong.binhduong.gov.vn to search easily for administrative procedures information, track their files through codes printed on receipts.

 It can be said that the Public Administration Center’s inauguration, one-stop software, and public administrative information website are favorable conditions for people to promote their democratic rights, supervision on state activities. Public Administration Center is the determination of political system to build up a transparent, effective administrative structure, which was decided to be one of three breakthrough strategies of socioeconomic development.

Easily lookup of files

People, businesses applying administrative files at Public Administration Center can search 1,317 administrative procedures under the authority of provincial agencies, departments, and sectors; easily track their files at 46 available computers by scanning barcodes printed on receipts at lookup kiosks or entering barcodes into computers at Block A and B. People, businesses can also employ delivery service provided by Post Office to receive their files quickly and sparingly.

Through messaging system with 8283, people can track their files applied at one-stop units by sending messages. In addition, the center also has functional areas, such as: free consultancy of administrative procedures, photocopying, printing, typing services; and canteens.
