Auditing and monitoring promoted

Ministry of Industry and Trade reported that through energy auditing programs, enterprises in Vietnam has been facing difficulties for their energy consumption per product unit is 1.5 to 2.5 times higher than enterprises in the regional countries. Comparing with other developed economy, energy consumption per product unit in Vietnam is 3 to 4 times higher. In business operation, energy costs is accounted for 30 to 50% of product cost price; therefore, the less energy the enterprises use the lower the price of products is. Energy-saving program is firstly implemented in wood processing sector In Binh Duong, Center for Application of Science and Technology Advancement under Binh Duong Department of Science and Technology has successfully offered energy audit and consultancy services to production sectors of brick, potter, cashew nut processing, and husbandry. In brick making, the center recommends enterprises to use Vertical Shaft Brick Kilns (VSBK) to save up 40-60% of energy thanks to internal fuel added to the brick. VSBK is environment-friendly for smoke is well-treated. As for pottery firing, LPG-gas burning system has helped to optimize ignition for specific volume of the burner to balance heat and use surplus heat for drying. The system save up 25-40% of the gas used while the quality of product is ensured. In food processing, solar cell system of Himin Group in Shangdong, China offers heated steam for cashew nut processing and producer may win back investment after 18 months of operation. As for husbandry, the farmsted of 5,000 to 10,000 pigs should be invested with HDPE biogas bunker to acquire energy for power generation at 90kVA per hour. In 2010, the project of Promoting Energy Conservation in Small and Medium Scale Enterprise (PECSME) under Ministry of Science and Technology has helped to train energy auditors who have joined up in auditing energy used in wood processing industry in Binh Duong Province. The mentioned auditors have coordinated with organizations majored in energy-saving consultancy including ENERTEAM and EEC. Department of Science and Technology together with Department of Industry and Trade has proposed in writing to Provincial People’s Committee to encourage energy auditing in enterprises by supporting funds of science and technology. This facilitates good conditions for energy auditing in the province for years to come. Mr. Nguyen Van Huu, Deputy Director of Department of Industry and Trade, cum Deputy Head of Binh Duong Power Saving Committee, stated that energy-saving activities have not yet bring up results as expected. “Limitation is huge among facilities and public awareness, especially, due to low efficiency power-saving equipments. This prevents enterprises to engage in energy saving programs,” said Mr. Nguyen Van Huu. According to him, energy saving program governed by government’s Decree No. 21/2011/ND-CP dated March 19th 2011 was ignored in all the 17 enterprises that his sector has inspected. The program was not effective enough for enterprises failed to invest rightly to energy-saving equipments. And, no enterprise made any regular report of energy saving program. So as to enforce the laws, Mr. Nguyen Van Huu required that enterprises should regularly report of energy-saving results through the installed energy-saving equipments.
