Binh Duong attracts and fosters human resources

The task of attracting and mobilizing high-quality human resources to contribute to the economic development process has received much attention by Binh Duong Province. In the coming time, Binh Duong continues to effectively mobilize human resources for its sustainable development, creating new added value for the local economy.

Binh Duong has always been consistent with the philosophy of "people-centred development for all strategies", focusing on and investing in the system of high quality universities and vocational colleges. 

Breakthroughs in human resource development

In fact, during the construction and development process, Binh Duong has implemented many mechanisms and policies to attract the talents. However, human resources of the province, especially high technical human resources that have capability for creativity and effective administration, have not met requirements of the actual development. Each year, Binh Duong needs to recruit about 50,000 workers, of which more than 70% must be trained. To achieve this, the province has offered many incentives, including a strategy to attract human resources.

However, statistics on the quality of human resources in FDI enterprises show that up to 37% of recruited workers have not met job requirements, nearly 40% of enterprises are in labor shortage. It takes many companies 1-2 years to retrain their workforce. According to Wu Chung Ying, Chairman of Taiwan Business Association of Binh Duong Province: “All investment conditions in Binh Duong are very good, but with the current difficulties in labor resource, especially high-quality workforce, many FDI enterprises have to consider continuing to invest in Binh Duong or moving to other localities. This is also a big question for many Taiwanese enterprises. Provincial leaders need to have plans and solutions to support enterprises in high-quality human resources so that we could do business here in the long term".

In 2021, due to the impact of the Covid-19 pandemic, the labor shortage in the province was exacerbated. Enterprises urgently implement many measures and forms of universal labor recruitment to meet production needs. According to survey results of the General Statistics Office's on the impact of the Covid-19 nationwide, of the 22,764 enterprises, 17.8% faced labor shortage. The highest rate of labor shortage was recorded in the Southeast region, of which Binh Duong was 36.9%.

Dr. Nguyen Thi Nhat Hang, Director of Provincial Department of Education and Training, said that in the globalization and international integration process, when the economy was mainly based on knowledge, human resource, especially high-quality human resource, increasingly plays a decisive role in social growth and development. Identifying the role and importance of high-quality human resources, Binh Duong has implemented many solutions in recent years to improve the quality of human resources. In recent years, Binh Duong has taken advantage of the high population growth rate, mainly mechanical growth. In particular, more than 50% of the provincial population is migrant workers; this force contributes to the "openness", the cross-cultural and human communications, contributing significantly to the overall growth of the whole province.

In order to continue retaining workers and improving the level and capacity of workers, Binh Duong is investing in the system of education and training institutions, in which the university and vocational college system is invested and aims to meet the demand of enterprises in the context of Industry 4.0. In parallel with the development of a high quality, international standard education and training system, focusing on key sciences, the province needs to have appropriate talent remuneration policies, attract people with competence and experience in all fields, thereby directly implementing the proposed development strategies.

Building a humane and sustainable society

The harmony between economic growth and social development is the guarantee for sustainable economic development, which is drawn from the success of Binh Duong's complete ecosystem-based industrial development model. According to Nguyen Van Hung, Chairman of Becamex IDC Corporation, the appearance of Vietnam - Singapore Industrial Park joint venture has given Binh Duong a new perspective, a new standard model, gradually forming the concept of "develop not only industry". Industrial zones will not be able to survive sustainably, if these zones do no high-class urban areas serving the demands of investors, social housing areas serving low-income workers, and resettlement areas serving the people. In addition, a system of social utility services such as health care, schools, other services... is also in need.

Vo Van Minh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, said that Binh Duong has set a goal from now to 2025 to develop 1 million more social housing units for the purpose of occupational safety of citizens and workers of the province. The construction of social housing projects for low-income people is very important and is always of interest of provincial leadership. The general and thorough view on housing development orientation of Binh Duong province is to implement socialization policies, encourage all economic sectors to invest in housing construction for sales, leases, address the housing demand of policy beneficiaries, workers, contribute to socio-economic development.

These are indicative of the construction of a dynamic local government which is accompanied by enterprises, is the focal point for enterprises, determining the harmonious, balanced and sustainable development for the whole society.
