Binh Duong focuses on attracting green FDI flows

Binh Duong is focusing on attracting foreign investment capital flows in green growth. Currently, Binh Duong has become a chosen destination for many green projects. Prominent is the green project of the first carbon-neutral factory of Lego toys, followed by a project of a 100% renewable energy factory producing jewelry by Pandora; most recently the Group SEP (Korea) decided to invest in developing the first carbon neutral (Net Zero) industrial cluster in the province.

 An inevitable trend

Over 200 million USD (equivalent to 4,700 billion VND) is the commitment of SEP Group in building the first carbon-neutral industrial cluster at Tam Lap 2 industrial cluster in Phu Giao district, with three items: use of solar energy; building a waste - wastewater treatment system; industrial waste recycling technology. Tam Lap 2 industrial cluster project with an area of 180 hectares is slated to start construction at the end of 2023. This industrial cluster is expected to attract about 20 Korean enterprises that are members of SEP to invest in carbon neutral solutions.

Hyun Dong Hoon, Chairman of SEP Group, said that waste in this industrial cluster will be collected, recycled, generated heat and electricity, and supplied to manufacture firms. Wastewater is also treated in a closed manner so as not to affect the environment. Especially, rice husk is used to create raw materials for rubber production, such as tires, shoe soles, etc., which are supplied to enterprises in industrial zones to serve production.

Mai Hung Dung, Member of Provincial Party Standing Committee, Permanent Vice Chairman of Provincial People's Committee, said that the development of a simple industrial park model into a green industrial park model is an important orientation to welcome high-quality investment capital flows.  Although the province's green economic development is only at the beginning stage, there are many challenges for both provincial leaders and businesses on the path of green development. But setting green growth targets early will help Binh Duong continue to orientate investment attraction activities as well as effectively support and monitor business activities. In addition, enterprises will develop sustainably and gain more trust.

Binh Duong is accelerating the implementation of the tasks set out in the 2020-2025 period of rapid and sustainable economic development on the basis of strong application of science and technology, innovation and increased labor productivity. The province continues to develop a provincial plan for the period 2021-2030, with a vision for 2050 and the goal of economic development in harmony with environmental protection; focus on social welfare. Namely, improving the quality of growth, rapidly developing economic sectors with high added value; development of digital economy, circular economy, sharing economy, green economy.

Synchronous implementation of solutions

Recently, in Singapore, a Memorandum of Understanding was signed between Becamex IDC and Sembcorp Group on cooperation in the formation and development of five green-oriented IPs, smart and sustainable in Vietnam with a total investment of up to 1 billion USD.

"Greening" production is a global trend that businesses must implement to achieve sustainable development goals. The move towards green production has become an inevitable trend and is considered a link in the green growth strategy. Raghu Narayaham, General Director of Tata Coffee Vietnam Co., Ltd., shared that green growth and digital transformation are becoming a trend chosen by many businesses around the globe. In Vietnam, this trend is happening more and more strongly with the involvement of the Government, ministries, branches, domestic and foreign enterprises. “As an enterprise investing in food and beverage production, we understand that green growth and digital transformation are the “keys” to improve competitiveness and sustainable growth. Therefore, at Tata Coffee, we are trying to gradually build and implement a green growth strategy in production,” said Raghu Narayaham.

In addition to forming new industrial zones and ecosystems for the high-tech sector, the province is also making efforts to relocate enterprises outside of industrial zones for sustainable development. Thereby, in order to ensure the sustainability and feasibility in the socio-economic development planning, the province is relocating and resetting manufacturing firms into planned areas to expand development space, establish an ecosystem of interconnected zones and clusters, avoid concentrated urban areas and minimize risks of environmental pollution. Among them, the focus is on relocating production facilities in the area around the southern urban areas to the northern area.

Nguyen Thanh Ha, Deputy Director of Provincial Department of Industry and Trade, said that the department is reviewing available zones and industrial zones, working with investors to arrange suitable land funds for businesses to relocate their production facilities as well as converting appropriate production capacity. The department will also advise Provincial People's Committee to plan a model industrial park to pilot models of relocated factories to enhance efficiency, then deploy it on a mass scale in the near future. The completion of the project to relocate factories in residential areas has great significance in the province's socio-economic development, helps to rearrange new development space, overcome limitations, and exploit the potential of the provincial land capacity to serve development goals in the new period of the province.
