Building up the e-government to serve people

Provincial People’s Committee (PPC) inaugurated the Public Administration Center (PAC) and launched one-stop software, public administrative information website at provincial Integrated Political Administrative Center (IPAC). Speaking at the ceremony, PPC’s Vice Chairman Vo Van Minh said, this was an innovative model of Binh Duong province, especially in administrative reform to help people and businesses carrying out easily administrative procedures (AP), creating satisfaction of public services, paving the way for the province to construct a e-government to serve the people.

Better meeting the needs of people, businesses

According to Mr. Vo Van Minh, the inauguration of IPAC has been an important premise to further promote , , especially interrelated administrative procedures of essential areas. The combination of information technology application and listening to feedbacks is to ameliorate AP, creating people’s satisfaction and a favorable environment for investors.

Following this success, PPC put the PAC into operation as a breakthrough with the hope to best serve the people and businesses. It was considered as an important step in the modernization process of State administration of the province; the determination of provincial political system to build a transparent, effective administration which is one of three breakthrough strategies of socioeconomic development.

Mr. Vo Van Minh said, in order for PAC to operate effectively, provincial Department of Home Affairs had to coordinate with relevant agencies to improve operational model of PAC. While operating, some things have to be focused: people can access easily, quickly administrative procedures; Department of Home Affairs assigns qualified officials at PAC to improve service quality; proposes operating regulations of PAC in terms of one-stop software and professional activities; cooperates with Department of Justice to supervise administrative procedures update of departments.

“PAC is a new model, thus public servants have to heighten awareness, sense of responsibility, apply IT into work; constantly improve skills, professional competences, meet job requirements in the new situation, gradually asserting the role of PAC in the industrialization, modernization process. With the motto “Satisfaction of the people as a measure of activity", PAC should focus on citizens’ satisfaction of administrative procedures”, said Mr. Minh.

Closely coordination is in need

Apart from propaganda to people, Mr. Minh required PAC to coordinate closely with agencies to solve problems, review, list administrative procedures. The Center operates equipment, software; monitor public servants’ activities at one-stop units, report timely potential problems to Department of Home Affairs, PPC for solutions.

Mr. Vo Van Minh also directed Department of Justice to control updates, changes of administrative procedures posted on the website; organize units carrying out legal advising for people, businesses. Department of Information and Communications administrates host computer system, configures technological infrastructure of the building, ensure one-stop software’s operation, publishes information of administrative procedures. Department of Information and Communications coordinates with relevant agencies to deploy the second phase of the project in 2015, and lookup and result delivering services.

"Districts, towns and city should consider PAC as an example to improve public services. Leaders of districts, towns and city direct and are responsible for updating administrative procedures posted on provincial website; review and standardize one-stop software usage, ensure authentic secondary data sources on the website serving researching and looking up information of the people”, said Mr. Minh.
