Di An city to flexibly adapt to recover and develop

In the morning of November 27, the delegation of Binh Duong provincial Party Committee led by Mr. Nguyen Van Loi, Member of the Party Central Committee, Secretary of the provincial Party Committee, Head of the provincial National Assembly Delegation had a working session with the Standing Board of Di An City Party Committee on the socio-economic development situation in 2021 and the plan for 2022. Attending the event also was Mr. Mai Hung Dung, Standing Member of the provincial Party Committee, Standing Deputy Chairman of the provincial People's Committee, Ms. Nguyen Minh Thuy, Standing Member, Head of the Organization Department of the provincial Party Committee and leaders of a number of departments and branches.

Stable economic growth

Reporting at the meeting, the leader of Di An city Party Committee said that in 2021, the Standing Board of the City Party Committee focused on leading and directing the implementation of tasks in accordance with resolutions, programs and proposed plan. However, due to the impact of the Covid-19 pandemic, the city had to implement social distancing and at time the "lockdown and freezing" which directly affected the performance of socio-economic development tasks.

In 2021, the industrial – commercial and service – agricultural production value of Di An city was estimated at VND 118,588 billion, VND 64,118 billion, and VND 23.3 billion accordingly equaling to 102.39%, 54.47%, and 96.5% of the 2021 planning. Budget revenue of VND 2,965.9 billion, equaling 109.69% of the estimation assigned by the provincial People's Committee and the Resolution of the city People's Council; budget expenditure was VND 1,997.8 billion, equaling to 157% of the estimation assigned by the provincial People's Committee and the Resolution of the city Council.

After the working session with Di An city Party Committee, Mr. Nguyen Van Loi visited and encouraged officers of mobile clinic and community COVID group at Thong Nhat 2 quarter in Di An ward.

The current strongest movement in Di An City is investment activities in urban infrastructure development. Many works and projects are being rushed to be completed. In 2021, Di An city organized the groundbreaking of 9 new projects and sped up the construction progress of 23 projects; the disbursement value from decentralized capital was VND 221,520 billion, achieving 100% of the plan. Currently, the city is focusing on compensation and site clearance for key projects and works; promulgation of plan to renovate, embellish and build synchronous infrastructure and urban development of Di An city by 2030. The city also mobilizes resources to invest in infrastructure construction; promotes administrative reform and builds a business environment that is really open, transparent, attractive and favorable for all economic sectors to participate to create true growth momentum.

Mr. Bui Thanh Nhan, Secretary of the Di An city Party Committee, said that thanks to the participation of the whole political system, the efforts and close coordination of all levels, branches, mass organizations, and individuals with the support of the province's people and businesses, up to now, the city has controlled the COVID-19 epidemic and is adaptive as the city's socio-economic gradually stabilized and develop.

Towards servicing – industrializing urbanity

After listening to the report of the Di An city Party Committee, the delegates made many comments related to site clearance work and construction progress of important works and projects of urban planning, development and embellishment, the upgrade of the city's health center into a level 1 hospital, the development of grassroots medical care, and the promotion of medical socialization and administrative reform, improving the quality of urban environmental management.

In order to soon successfully implement the goal of turning Di An city into a rich, beautiful and civilized city, over the past time, the Party committees and local authorities have focused on mobilizing all resources to invest in infrastructure and services to serve economic development and improve people's living standards, contributing to create a new position and force to promote the development of the city. However, according to the majority of departments and branches, the socio-economic development speed of Di An city is fast leaving the infrastructure planning unsynchronous. Investment in infrastructure in one area arises inadequacies in the other areas.

According to Mr. Bui Minh Tri, Head of the Management Board of the provincial Industrial Parks, traffic infrastructure in Di An city has received a lot of attention and investment; however, due to its fast development speed and large traffic volume, traffic jam frequently occurs. In the coming time, Di An city needs to focus on building Di An city worthy of the gateway city of the province. The city should focus on developing industries that apply advanced technology and modern equipment.

Highly agreed with the opinions at the conference, Mr. Nguyen Van Loi, acknowledged the efforts of all levels and sectors, the joint effort and consensus of all classes of people and the business community in Di An city to overcome difficulties and challenges to persever and determine to realize the "dual goals" and achieve important results. In order to fulfill the socio-economic development goals and targets for both 2021 and 2022, Mr. Nguyen Van Loi asked Di An city to continue to actively improve its forecasting capacity and improve scenarios and plans for COVID-19 prevention and control, improve the capacity of mobile medical stations, ensure proactive and safe adaptation in flexible way close to the situation and with high feasibility.

Mr. Nguyen Van Loi asked Di An city to focus their efforts on implementing safe, flexible and effective adaptation to ensure the goal of both prevention and control of the Covid-19 epidemic, stability and socio-economic development, maintaining growth momentum. Along with that, Di An city needs to continue to review, quickly and completely remove difficulties and obstacles; handle backlog issues and bottlenecks; continue to take care of the people's health and life, and ensure social security. At the same time, Di An city needs to continue to promote the spirit of initiative and creativity to perform well the set tasks. In particular, special attention should be paid to issues such as well land planning, public investment and public investment disbursement to be consistent with the goal of urban planning quality; to focus more strongly on the work of compensation and clearance; to create consensus of people and businesses in urban development and housing for workers as well as social housing.
