"Whatever you do, you should do it to the end; you should know how to fight for the right and prioritize benefits the people to be worthwhile of a party member," said Mr. Pham Van Hai, who is Secretary of Party Cell No. 1 of Tru Van Tho Commune Ben Cat District.

From his thought, he has lead his cell to hold fast to title of transparency and strength. The wordings of “being part of the people, listening, believing, and understanding of the people” are easier said than done. As the matter of fact, in over 10 years working for the local Party Cell, he weighs his words convince and win the heart of the people. And thus, he could make lucid decisions during his time working for business in Tru Van Tho and working as an official, a chairman of Veteran Society, a financial chief of commune authority, a secretary, and most of all an Uncle Ho’s soldier to his bone.
However, he has once denied to work to the end after his sudden resigning from secretary position in 1999 and other titles to focus on his household economy. For him, it was a lucid decision before returning to his work for the party.
“As inhabitants of the New Economic Zone, we have no establishments for business working. All we have are our hands and spirit to earn the living,” said Hai. As a result, he succeeded in earning for his home 12 ha of rubber trees and a well-built house. He can now create jobs for 20 local people. And then, he returned to help people by scholarships and charity to reduce poverty in the locality.
As a worker, Hai is excellent to be chosen as an example candidate to attend conference of excellent farmers in Hanoi. As a party member, his leadership has won 5-year title of a strong party cell.
By 2002, he was entrusted to be back as a party cell secretary.
Hai is becoming older in age but his leadership will contribute to stronger party cell in terms of organization and ideology, training its members to be worthy of revolutionary cause by listening and uniting people in carrying out resolutions of the Party and in spirit of the ideology.
