Focusing on successfully realizing tasks in Q2 2016

The 4th session of the 10th provincial (open) Party Executive Committee took place yesterday with a focus on assessing the local socio-economic performance, national defence-security in Q1 2016 and implementing major tasks in Q2 2016, which was presided over by Tran Van Nam, Member of the Party Central Committee, Secretary of provincial Party Committee. Reportedly, the local socio-economic performance in the first three months of the year continued achieving higher growth than last year’s same period.

Trade surplus at over US$1bln

Speaking at the session, Mr.Nam said that the province’s industrial production in Q1 2016 maintained growth. The province’s index of industrial production rose by 7.09% compared to last year’s same period. The province’s total retail sales revenue of commodities and services was estimated at nearly VND33.2trillion, up 20.1% against last year’s same period.

Also during the period, the province’s export turnover reached US$5.637bln, up 15.8% while import value was nearly US$4.4mln, up 15.6%. Vo Van Cu, Director of provincial Department of Industry and Trade said that with such result, the province’s trade surplus reached more than US$1bln for the first time. This was seen as a highlight in the province’s socio-economic picture in the first three months of the year.

Thanks to having an investment climate improved constantly, the province’s investment attraction continued obtaining positive results. The province as of Mar.31 absorbed more than VND6.5bln from 1,047 newly-registered domestic investment projects and more than VND2.52bln from 162 extra-ones. So far, the province has lured 22,186 domestic investment projects with a total registered capital of more than US$164.69trillion. The province also drew additional US$600mln in FDI capital. Thus, the province has to date attracted 2,641 FDI projects with a total registered capital of more than US$24.25bln.

Despite difficulties in Q1 2016, the province mobilized many sources to take good care of the spiritual and material lives of social policy beneficiaries, armed forces, the poor and workers. Many cultural-sports activities were also organized, creating a joyful and excited impetus for locals.

Stronger acceleration

To successfully realize 2016’s targets on socio-economic development, national defence-security under the Resolutions of provincial Party Committee, People’s Council, along with regular tasks, in Q2 2016, the province will concentrate on 10 main tasks, including further implementing the Government’s Resolution guiding the realization of the Plan for socio-economic development and State budget estimates for 2016; improving shortcomings, being drastic to successfully carry out Q2’s tasks that are seen as the premise to fulfill targets of the first year of each sector, each locality’s five-year development plan; urgently setting up an action program on the realization of the Resolution of the 10th provincial Party Congress; successfully organizing the election of deputies to the 14th National Assembly and People’s Councils at all levels for 2016-2021 tenure; monitoring the operation of enterprises for timely support, promoting industrial manufacture, exports; dealing with queries pertaining to investment procedures, compensation-site clearance to hasten the progress of works, projects; further reforming administrative procedures in association with taking measures to enhance provincial competitiveness, international integration indexes…, creating the most favorable conditions for locals and enterprises.

Concluding the conference, Mr.Nam said that socio-economic achievements done in Q1 2016 were the important premise for the province to successfully realize the local targets on socio-economic development in 2016. But, he also stressed that authorities, sectors, localities and units in the province need to be more drastic to fulfill tasks set out by the resolutions of provincial Party Committee and People’s Council in 2016.

Particularly, they need to further implement tasks in a synchronous way to develop industrial manufacture; improve the local investment climate to absorb more investors and help enterprises remove difficulties, promoting production and business; attach special importance to monitoring foreign enterprises’ investment shift to have good preparation in investment attraction. Regarding agricultural production, they need to further promote hi-tech, urban agricultural models; attach special importance to building new-style rural communes, contributing to enhancing locals’ quality of life…

Also according to him, they need to have good preparation to successfully organize the election of deputies to the 14th National Assembly and People’s Councils at all levels for 2016-2021 tenure; implement the Resolution of the 12th National Party Congress in association with the Resolution of the 10th provincial Party Congress; take measures to ensure political security, social order and safety, especially on April 30 and May 1 holiday and for the election of deputies to the 14th National Assembly and People’s Councils at all levels for 2016-2021 tenure.

At the session, Pham Van Canh, Permanent Vice-Secretary of provincial Party Committee, Chairman of provincial People’s Council extended the Action Program No.12-CTr/TU dated Mar.9, 2016 on the implementation of the Directive No.47-CT/TW of the Secretariat of the Party Central Committee dated Jun.25, 2015 on strengthening the Party’s leadership of fire fighting and prevention.
