Improvement and expansion of National Highway 13 - A motivation for development

It is expected that Highway 13 renovation and expansion project will be implemented from 2019-2022. After completion, the project will use 1-2 tollbooths to serve each group of vehicles to recover investment capital and the annual fee increase will not exceed regulations of Ministry of Finance.

 At the recent 9th (extraordinary) session, Provincial People's Council (9thtenure) agreed to approve the project to improve and expand National Highway 13. The project will contribute to relieve traffic pressure, ensure safety, serveBinh Duong urban development objectives, and continue to attract investments in the new development period, thereby creating a driving force for the province's socio-economic growth in particular and the region in general.

An urgent need

Highway 13 is an important traffic route, the backbone of transport system of Binh Duong province. At present, National Highway 13, the section runs through Thu Dau Mot City, Thuan An Town has a very high traffic volume, frequent traffic jams, especially the section from Ong Bo Bridge to Nguyen Thi Minh Khai Street (Thu Dau Mot). Therefore, the improvement and expansion of National Highway 13 to meet the increasing transport demands, relieve pressure, ensure traffic safety, serve urban development goals of Binh Duong, and continue to attract investors in the new development stage, thereby creating a driving force for the local and regional socio-economic development.

While state budget is still limited and the fund of official development assistance (ODA) is declining at present, the form of domestic public-private partnership (PPP) plays an important role in mobilizing investment capital for provincial infrastructure. On that basis, Provincial People's Committee submitted the policy on investing in a project to improve and expand Highway 13 in the form of PPP to Provincial People's Council.

The project of Highway 13 will be implemented in the form of PPP, supported by provincial State budget in site clearance, land compensation. Currently, this route is being implemented in the form of Build - Operate - Transfer (BOT), this form proposed for the above project is appropriate. Total investment capital for the project is expected to be VND 1,411 billion, excluding the cost of site clearance, including 20% ​​of corporate capital and 80% of bank loans.

In accordance with planning

According to the project, Highway 13 from Vinh Phu gate (Km1 + 315, Thuan An) to the intersection with Le Hong Phong road (Km15 + 018,28, Thu Dau Mot). Accordingly, the project will expand to the right with 2 more lanes (8 lanes after expansion) and invest in sidewalks, trees, water drainage; overpass at BinhHoa and HuuNghi crossroads, with 4 lanes, and other intersections to increase road capacity. Along with that, the project will invest in vertical drainage system, combining lighting on both sides of the road from Ben Cat Town to Bau Bang District (Tham Rot Bridge).

Nguyen Tam Duong, Head of Economic - Budget Board of Provincial People's Council, said that according to evaluation results of Department of Planning and Investment, the investment in this project was appropriate according to the planning and transport development of the Southern key economic region to 2020 and orientation towards 2030 approved by the Prime Minister in Decision No. 2055 / QD-TTg dated November 23, 2015.

However, the project has details that are not consistent withBinh Duong Transport Master Plan to 2020 and orientation towards2030. Economic - Budget Board of Provincial People's Council recommendedProvincial People's Committee to direct specialized agencies to advise on the adjustment and supplement of the planning; Provincial People's Committee to direct the construction and implementation of the land clearance project in a timely manner, so that National Highway 13 renovation and expansion project will follow the plan. The Economic - Budget Board of Provincial People's Council agreed with investment objectives and specific contents of the project investment policy in accordance with Report No. 1319 / TTr-UBND dated March 27, 2019 of Provincial People's Committee.

According to Nguyen Ngoc Van, Head of Urban Planning Division, Department of Construction, the above project should be in line with the planning. He said, Thu Dau Mot City People's Committee must determine the subdivision route to ensure planning.
