Improving human resources’ quality needs to focus on sectors in needs

After 2 years of “Improving human resources’ quality of Binh Duong province in the 2011-2015 period” program implementation, the province achieved important results.  Project of “Training future key officials of communes” improves provincial human resource’s quality. Image: Learners of this Project were conferred graduated certificatesMany breakthrough achievementsAccording to the orientation of “Talent is the vitality of the nation”, the provincial People’s Committee approved 7 projects of improving human resources’ quality (IHMQ) in all areas.14 public servants of projects were sent to abroad training, 19 graduated from abroad training officials were assigned to positions at governmental bodies. Currently, the province has 21 officials studying abroad. Besides, sectors of education – training, health are paid attention to, namely, signing training contracts according to required locations, merging with academic organizations.Training project for future leaders at communes (called Project) has just ended with 84 learners, who finished intermediate level of political theory, leading skills of Secretary, Deputy Secretary, Chairman, Deputy Chairman of People’s Committee/ Council and probation at localities across the province. They now only have firm political stuff, loyalty towards CPV, people, better themselves, but also have competences of new knowledge approach.After assigning tasks to learners of the 1st class, the province is enrolling 100-120 learners for the 2nd class. Expectedly, 40 of 12th grade students and 10 students of universities having excellent learning result will be selected for the Project.Additionally, attracting high qualified human resources to work for BD province has been also developed. Requirements of real qualitiesAt the meeting to sum up 2 years of IHMQ program implementation, provincial leaders contended that this is a difficult problem, and needs to be focused.Principal of Eastern International University Mr. Nguyen Van Phuc said, the university was place to improve English for provincial teachers and selected officials sent to study abroad. Learners of this Project were enthusiastic and eager to learn. He believed officials should be divided into 2 groups, these were: incumbent officials were required to work effectively, thus needed short-term training in order to save time, money and increase effectiveness; and future officials should be excellent, moral pupils at high schools.Vice principal of Thu Dau Mot University Mr. Hoang Trong Quyen stressed on the need of policies to cultivate, attract personnel with a long-term effect, it was the human resource from provincial students and pupils.Also during this meeting, Chairman of PPC Mr. Le Thanh Cung urged, IHMQ needed to focus on fields in needs, avoid spreading to prevent waste and ineffectiveness. Human resource requirement of judicial sector is increasing, thus Department of Justice should complete quickly Project of future official training for this sector. Additionally, future officials should be trained formally with long-term effect. Future health officials should be trained in professional to meet requirement of improving health care quality. Currently, ratio of higher educated officials is nearly 70%, higher educated officials at communes achieves about 36%; ratio of above-standard teachers is increasing including 40% of pre-school teachers, 78% of elementary teachers, 60% of secondary teachers; ratio of trained workers is 64%...Reported by T.Thao, K.Ha – Translated by Ngoc Huynh
