Specifically, source of teachers has met the educational sector’s requirements in the coming time. The local administration has selected and trained key leaders for communes, wards and townships. However, the program remains limited, so these units should focus on top priorities.

Many main goals of the program have so far reached remarkable results and ensured completion by 2015. Specifically, rate of cadres, public servants and employees having college degrees and above have accounted for nearly 70%; communal public servants having university degrees has reached nearly 36% whilst rate of trained laborers at 64% and many more.
