Agencies need to consider factors increasing or decreasing revenue according to new tax laws; and exempt, extended, amended payments defined by NA, government in order to forecast State budget of 2014.Accordingly, domestic revenue forecast (excluding crude oil, land using) should increase averagely 12-13% compared to results of 2013, import-export revenue should raise by 8-9%.To regular expenditure forecast, defense activities, salary and allowances according to basic salary of VND1,150,000/month are prioritized. These are contents of Circular 90/2013/TT-BTC guiding State budget forecast in 2014 promulgated by Minister of Finance.
