Major administrative reforming plan implemented

In 2014 and the first 2 months of 2015, Binh Duong Provincial People’s Committee has demanded departments, sectors, and agencies across districts, towns, and Thu Dau Mot City to practice well implementation of administrative reforms and supervision. Accordingly, public and enterprise community present trust in the public authoritive agencies.

The major highlight is that Binh Duong Provincial People’s Committee has timely issue and implement major administrative reforming plan along with refining the system of administrative procedure supervision, particularly the establishment of leading officers in charge of supervising the administrative procedures. Department of Justice and related departments and sectors have been demanded for serious implementation of evaluation of regulations on administrative procedures and contribution to drafting of legal documents regarding the administrative procedures. Binh Duong Provincial People’s Committee has demanded professional agencies to coordinate with local authorities and departments to review the current legal regulations to simplify the administrative procedures under compact criteria, applicable especially on administrative procedures related to enterprises to facilitate their production and business as per director of the Prime Minister

Thanks to the close monitoring of direction, in 2014, public and enterprise trust and satisfaction regarding the administrative reforms of the province have been improved. By such harmonious directions, the provincial authority has issued 174 new administrative procedures. Meantime, 491 administrative procedures have been supplemented and replaced and 120 others abolished.

In 2014, totally 2,006,229 documents have been received for administrative procedure processing; 2,002,026 documents have been processed. To improve supervision competence against administrative procedures, Binh Duong Provincial People’s Committee has demanded Department of Justice to hold 02 professional workshops for over 350 key officers in charge of administrative procedure supervision. Concurrently, the Department also dispatched cadres and civil servants to attend professional training of administrative procedure supervision by Ministry of Justice within May and September 2014 among conferences and workshops held by Ministry of Justice and Administrative Procedure Supervision Division.

To enable effective administrative procedures and their supervision in 2015, Binh Duong Provincial People’s Committee has demanded departments, agencies, and its grassroots to keep on track of administrative procedure supervision with review and information dissemination. The administrative procedure supervision shall be checked. Regulational quality of administrative procedures in legal document and drafting projects has been boosted. Administrative procedures shall be announced publicly as required to create foundation for implementation of administrative procedures and for prevention and limitation of anti-corruption and breaches.

Aside frm general professional tasks, Binh Duong Provincial People’s Committee has demanded local agencies to refine the officer, cadre, and civil servant staffing as the key source of administrative procedure supervision. Competence and participation of key officers, cadres, and civil servants in charge of administrative procedure supervision and reforms shall be boosted at agencies and organizations.
