Early December 1, the Politburo and the Secretariat of the Central Party Committee held a national conference to review and summarize the implementation of the 12th Party Central Committee’s Resolution No. 18-NQ/TW. The conference also discussed the socio-economic situation in 2024, proposed solutions to accelerate socio-economic development in 2025 and addressed institutional bottlenecks.
The conference was held in-person at the Dien Hong Hall of the National Assembly and was simultaneously broadcast online to 14,535 points across districts, localities, agencies, units, military zones, military branches and corps nationwide as well as provincial and municipal Party Committees under the central management. More than 1.3 million delegates participated in the event.

Regarding the upcoming Party Congresses at all levels towards the 14th Party Congress, the General Secretary emphasized that all-level Party must be a broad political activity across the entire Party. The discussions should focus on the vision, goals and tasks for the nation's development as it strives for prosperity in the new era. The documents presented at the 14th National Party Congress have been meticulously and scientifically prepared by the Party Central Committee. The task of the Party committees at all levels is to organize sessions for officials and Party members to study and contribute their opinions on these documents.
Regarding streamlining the organizational apparatus of the political system, the General Secretary requested all-level authorities and sectors to set the highest political determination in implementing this policy. This is a particularly important task, a revolution in streamlining the organization of the political system. This is not just a matter of scale or quantity, but more deeply, it is about creating a qualitative change in the operation of the political system.
He further stated that each level and sector should closely follow the plan to review and propose models for their respective agencies and units to ensure progress (ministries and sectors must complete this by December 2024); with the overall goal of completing and reporting to the Government on the plan for restructuring and consolidating the organizational apparatus of the political system in the first quarter of 2025.
