On the afternoon of December 3, Nguyen Van Loi, Member of the Central Party Committee, Secretary of provincial Party Committee and Head of provincial National Assembly Deputy Delegation, who is also Head of provincial Steering Committee for summarizing the Party Central Committee’s Resolution No.18-NQ/TW dated October 25, 2017 on " Some issues regarding the continued renovation and organisation of a streamlined, effective and efficient political system" chaired the first meeting to review and discuss several key issues as outlined in the program.
Speaking at the meeting, Mr. Loi highlighted the critical purpose and importance of reviewing the Resolution No.18. He described the effort as a pivotal mission requiring strong determination to continue restructuring the political system into a streamlined, effective and efficient framework. This can be considered as a revolution in streamlining the apparatus of the political system.
Provincial Party Committee Secretary emphasized the need for prompt action while ensuring adherence to key principles under the Party’s leadership. He stressed the importance of caution and certainty in the process. After being merged, agencies must adhere to the principle of "one task assigned to one collective or organization" to ensure efficient execution, avoid overlapping responsibilities and prevent the creation of intermediary steps. The reform of the organizational structure should be closely linked with effectively implementing the Party’s policies, promoting decentralization and devolution of power to localities, advancing administrative procedure reforms, combating wastefulness, driving digital transformation and promoting the socialization of public services.
The new organizational structure must be better than the old one, ensuring no interruptions in work and no impact on the normal activities of citizens and businesses. Each agency and unit must effectively address ideological work in association with personnel management and implement policies for staff, Party members, civil servants and workers affected by the restructuring to ensure harmony. At the same time, the recruitment of civil servants, promotions and nominations for higher positions in agencies and units slated for restructuring and streamlining should be temporarily suspended. Additionally, efforts should be strengthened in public communication and public opinion guidance to foster consensus and unity within the Party and the entire political system.
At the meeting, provincial Party Committee’s Organization Commission presented a plan of the Steering Committee for reviewing the Resolution No.18, along with the draft summary report on the results of implementing the Resolution No.18 over the past time and the proposed directions for reorganizing the administrative apparatus in the coming period.
