Year 2011 is the first year to implement all-level Party Committee’s resolutions and the 11th National Party Congress, contributing to 5-year socio-economic development scheme. The year is also meaningful for Binh Duong Province to achieve new developmental stages. On the occasion, Binh Duong Newspaper reporter interviewed Mr. Mai The Trung on the involved contents.

 - Could you please state outstanding achievements of the Party Committee in the past year?

  Party Commissioner, Provincial Party Committee Secretary Mai The Trung - 2010 is the final year of 5-year socio-economic plan from 2006 to 2010 by demand of resolutions by the 10th National Party Congress and the 8th Provincial Party Congress. Besides fundamental advantages, obstacles remain and influence production and live hood of people; however, unity has brought on success of resolution implementations by demand of executive Provincial Party Committee and for the success of all-level Party Committee and the 9th Party Committee’s Delegation Congress in the upcoming tenure from 2010 to 2015

 I want to stress on significant and thorough achievements in fields of socio-economic development, security and national defense, and basic contributions to 5-year scheme (from 2006 to 2010) success. Provincial economy has recovered to increasing growth rate. Whole year’s GDP has increased by 14.5% higher than previous term with increase of industry and service scales and decrease of agriculture. Income per capita reaches VND 30.1 million a year; poverty rate declines to 1.38%; budget collection reaches 119% of projection; foreign investment reaches USD 1.05 billion in value.

 Political system of the province is reinforced by success of all-level Party Committee congresses with increasingly effective leadership and operation to extend people’s unity and collective power.

 - What short backs and limitations should be overcome, sir?

 - Difficulties, challenge, limitations and weakness, which influence economic growth rate and living standards, remained including shortage of electricity, skillfull and manual labor force as well as non-effective enterprises supports. Besides, the issues also include the followings:

+ Sluggish development of infrastructure and urban services.

+ Low effeciency of urban management.

+ Environment pollution, especially, caused by industrial production.

+ Price hikes

+ Unsatisfactory Party build-up and loosing coordination of sectors and localities.

 - What focal measures should be implemented in the first year for the success of the 9th Provincial Party Congress’ resolution?

 - We should maintain political stability and draw on opportunities and source to rapidly recover economic growth in combination with good social welfare, environment protection, security and national defense, strong political system build-up, and determination for highest achievements of targets and objectives in 2011 as a starting point for the next years.

 Some major targets to which the local Party Committee should try to achieve and surpass in 2011 include the followings:

+ GDP to increase by 14.5%.

+ Industry to increase by 62.8%, Service 33.2%, Agriculture 4%

+ Income per capital at VND 36.1 million a year.

+ Industrial production value to increase by 21%, agriculture-forestry-aquaculture by 4.5-5%

+ Retail and services revenue to increase by 30%, import turnover to increase by 21%, total budget collection at VND 21 trillion with local collection at VND 7.5 trillion, foreign investment attraction at USD 1 billion of value, and poverty ratio at 1.5-2%.

 To achieve the projected targets we should continue implementing synchronized measures to recover economic growth rapidly and sustainably together with investment resources exploitation, investment and production environment improvement, quality industrial development, industry-integrated urban and hi-tech services, modern infrastructure promotion in Thu Dau Mot, Thuan An and Di An, planning quality improvement, approved plans inspection, new administrative center of Binh Duong Industry – Service – Urban Complex, good social security policies, high quality human resources, and anti-crimes.

 As for political matters, propaganda of resolutions should be boosted up and integrated into patriotic emulation and movement of “learning and following Ho Chi Minh moral examples” as well as leadership and working style reforms and programs.

 As for public mobilization, reforms should be boosted to mobilize all classes of the people to attend patriotic emulations and socio-economic development programs along with good launching of public mobilization regulations within Binh Duong province’s political system.
