Policies launhed to promote social housing

VND 110,000 billion of investment capital

Social housing development is a hot topic in urban planning and construction as it solves the housing needs for the majority of people in cities and industrial parks. The government said it would study and propose the National Assembly to issue a separate resolution on piloting a number of policies to promote development of social housing. Accordingly, the proposed policies will remove the bottlenecks in land allocation for construction investment in the direction of land allocation without land-use levy, so investors are transferred to social houing associated with the transfer of land use rights.

In order to open up capital resources for the real estate market, with the development capital of 1 million apartments by 2030, the government will propose the National Assembly to spend a credit package of about VND 110,000 billion (about 10% of the capital needs in 2022-2030 granted to commercial banks to lend to social housing projects and worker housing in the form of refinancing. The form is similar to the package of VND 30,000 billion that was implemented in the previous period of 2013-2016, in which, the project investor is entitled to a 50% preferential loan of the above credit package, equivalent to VND 55,000 billion; the remaining VND 55,000 billion will be for homebuyers.

Businesses encouraged to invest

Up to now, Binh Duong has more than 1.5 million employees - a dynamic, skilled and qualified young force that meets the requirements of management, production and business activities of the business community, contributing to socio-economic development in the locality and the whole region.

In order to create favorable conditions for people to live and work, Binh Duong is particularly interested in developing a model of social support, specifically the province has soon approved the project of social housing and effectively implemented it from 10 years ago, which has helped hundreds of thousands of workers and low-income people have houses to settle down.

During his visit to and working in Binh Duong, Nguyen Thanh Nghi - Minister of Construction, said: “In recent years, Binh Duong has been highlighted in the whole country for its socio-economic development, conservation, and economic development while ensuring national defense - security, social security and also the leading locality in development of social housing for workers. In 2011-2020, Binh Duong has developed 40 social housing projects and housing for industrial park workers with about 60,000 apartments to accommodate 200,000 people. The positive result has made a great contribution to the social welfare of the whole country in general and Binh Duong in particular."

Up to now, the housing construction floor area in the whole province has reached about 77.1 million square meters on the average housing area of 30.3 square meters a person (urban area is about 31.5 square meters a person, rural area 24.5 squared meters a person. In addition, the province currently has more than 602,460 rooms for rent, contributing to solving the housing needs for nearly 1.6 million people. In order for workers outside the province to settle down and start a business, over the years, Binh Duong has focused on promoting social development for low-income workers and encouraging businesses to invest in social construction of accommodation for workers.

In 2021-2025, the Department of Construction has advised the provincial People's Committee to deploy 4 types of housing for employees including social housing, rental housing, accommodation in industrial zones, clusters and houses. at low price. Vo Hoang Ngan, Director of the Department of Construction, said: “In order to create better living conditions for workers and low-income people, Binh Duong plans to build 1 million more social housing units. Besides, people are encouraged to build houses for rent. Proposals are made to expand the loan support policy for households and individuals investing in new construction or repair or renovation of rental houses in the province to meet the prescribed standards. Departments and branches are coordinated to use social development funds for construction investment. The reform of administrative procedures is accelerated while the government and the Ministry of Construction are proposed to have their own mechanism for the order and procedures for implementing social development projects in order to attract investors to participate in the development.”
