Subsidy policy for polluted workshops’ relocation

Relocating polluted workshops from residential areas helps

protect environment.

The 16th session of the 7th provincial People’s Council ratified 3 new resolutions, of which a resolution on subsidy policy for relocation of industrial workshops to other locations from residential areas was highlighted. Many said that it is a right instruction to improve pollution in residential and urban areas.

According to the resolution, beneficiaries enjoying the subsidy include workshops operating before the Law on Environmental Protection 2005 takes effect that locate at residential quarters and are forced to remove. Time for subsidy application is run from July 1, 2010 to Dec. 31, 2013.

Accordingly, subsidy for land rental fees at industrial parks and compounds is at VND150thousand per sqm. Subsidy for equipment removal and transport is at VND300thousand per sqm. Besides, there is subsidy for re-training or recruitment fees.

If a polluted workshop changes its production operation, it will also enjoy a subsidy. If a polluted workshop stops its operation, it will enjoy subsidy to solve costs for affected laborers.

Bui Le Huong, vice head of the provincial People’s Council’s Budget-Economic Committee, said the subsidy is based on a local plan on environmental protection for 2007-2010 period. About 80 workshops will be affected by the subsidy with the 2010-2013 period cost of VND90bil.

Vu Minh Sang, vice standing secretary of local party committee said that the subsidy is a right, scientific instruction and has an important significance to improve pollution in residential and urban areas, developing urban rejuvenation. Besides, the policy offers favorable conditions for businesses to renovate equipment, technology, contributing to local socio-economic development.
