To improve PCI of Binh Duong Province

So as to improve Provincial Competition Index (PCI) of Binh Duong Province in 2015, the Customs Department has demanded its grassroots to implement groups of major measures.

To facilitate IT effects

April 14 through 28, Binh Duong Provincial Department of Customs has officially and successfully implemented VNACCS/VCIS at 9 customs procedure ports at 7 customs divisions of the province. By the time, VNACCS/VCIS has been stable with modern features promoted. Particularly, the declaration classification has been speeded up and worked correctly to satisfy the customers’ needs, especially the FDI enterprises’.

Container scanner at the concentrated cargo inspection spot of the department against importing cargoes outside industrial parks works effectively to save up great costs and time for enterprises. Currently, the concentrated cargo inspection sites include Import-Export Cargo Management Division, Viet Huong Industrial Park Customs, Vietnam-Singapore Industrial Park Customs, and My Phuoc Industrial Park affirms the capacity of 75 to 80 containers to be scanned daily. The inspection through scanning shortens the time of cargo clearance to 3-5 minutes per 1 container and 5-7 minutes if data input time is included.

The measure helps to reduce loading and unloading time while shortening the storing process time comparing to previous manual inspection. This enables time controlling and improves competitiveness of cargoes and enterprises in the market.

Education of political views and ideology is the prioritized task

Identifying the education of political views and ideology as the major task to determine the fulfillment of assignments, Binh Duong Provincial Department of Customs has frequently demanded functional divisions to practice irregular inspection on working style of officers and cadres to strictly punish those abusing enterprises by red-tape and unreasonable requirements of unofficial fees and charges including time using for tasks other than administrative tasks.

Mr. Nguyen Phuoc Viet Dung, Deputy Secretary of Binh Duong Provincial Department of Customs Party Committee, has particularly demanded inferior heads to pay attention to education of political views and ideology, weekly activities by the direction of Party Committee to improve awareness of officers and cadres in implementing public tasks, particularly among young officers while concentrating on supporting enterprises. The tasks are prioritized so as not to trouble the enterprises. If breaches may occur, the leader of the unit will bear be major responsibility. Thus, the leader should be the model.

Currently, observation camera system at the location of customs services has helped to monitor the customs officers so that enterprises could give feedbacks to the sluggish and delayed process during the cargo clearance.

Leader of Customs Department also demanded leaders of its grassroots in frequent and direct contact with enterprises to timely process the tasks by professional approaches without delaying overtime. The divisions are required to allot their officers to the professional process in the manner of specialization and subjective allotment.

To improve supporting service quality

In a bid to improve enterprise dialogue quality, to improve dissemination of policies and new customs procedures and to timely remove obstacles for enterprises, Binh Duong Provincial Department of Customs has made frequent coordination with Vietnam Chamber of Commerce and Industry (VCCI) in Ho Chi Minh City, enterprise associations of South Korea, Taiwan, and Japan to organize various talks with enterprises from those nations investing into Binh Duong Province. Accordingly, enterprise community highly appreciates the effective support of Binh Duong Provincial Department of Customs for enterprise community in the province.

Currently, website of Binh Duong Provincial Department of Customs has been upgraded to multi language based including English and Chinese of public, transparent and frequent updates of new policies and decisions including fast and accurate feedbacks to enterprises by the direct consultancy team. The obstacles of enterprises updated on the website of Binh Duong Provincial Department of Customs will be helpful for enterprises in needs of investigation and removal of difficulties and obstables.

Obstacles timely removed

From the beginning of 2015, Binh Duong Provincial Department of Customs has organized 5 training courses for over 2,000 local enterprises regarding new customs regulations and customs inspection under Decree No. 08/2015/ND-CP and its guiding Circular No. 38/2015/TT-BTC on detail and implementation measures of Customs Law 2014 on customs procedures, inspection, and control.

Through training courses and talks, enterprises will have deeper understandings to duly implement the procedures. On the other hand, as the obstacles emerge, the professional divisions of the department have made timely consultancy so that the leaders extent their fastest guidance so that the enterprises will not suffer long pending which affect their business and production process. The obstacles beyond resolution competence of Binh Duong Provincial Department of Customs will be proposed to General Department of Vietnam Customs for timely resolution.
