Grant Thornton's International Business Report (IBR) envisioned the restart of investment after enterprises showed business optimism prompting enterprises to build up investment expansion. Workers are working on packaging line of Hoa Sen Steel  In the first 3 months of 2013, economies have eyed a surge from 2011. IBR 2013 confirmed the confidence in macro-economy. International business optimism in 2013 has been discussed by Dr. Tran Du Lich, Deputy Head of HCMC NA Delegation. In the past 5 years, the government has applied situational measures to stablize macro-economy and caused the long-term blind orientation of the market. Currently, the measures proposed under Resolution No. 01 and 02 have won back faith in the market which was significant to macro-economic policies. Besides, the general project of restructuring the economy wth transformation of growth model from 2013 to 2020 including the transitional phase from 2013 to 2015 has been educated to enterprises. Accordingly, three major sectors shall be restructured including pbulic investment, banking system, and general groups of State-own enterprises. The measures fo the government has caused general demand to increase and forces reallocated which were the faith and opportunity for domestic enterprises to build up new business strategy and expand their market shares at low cost thanks to automatic adjustment regime of the market. In every crisis lies the opportunities and it depends on whoever able of catching up. Enterprise community highly appreciated efforts made by the government including tax reduction and grace as well as fluctuation control and determined deeds for macroeconomic stablization.
