Binh Duong Customs drastically implement budget collection solutions

In 2018, Ministry of Finance assigned a target of VND12,900 billion budget revenue to Binh Duong Customs Department, and Provincial People's Council assigned target of VND13,000 billion. Because this year’s budget revenue target is higher than the previous year, while taxes are cut sharply according to the international economic integration roadmap promulgated by the Government, it requires a great effort of the whole department to fulfill the targets.

Revenues will increase again

By the beginning of Q2-2018, Binh Duong General Port customs sub-department received and completed 2,659 customs declarations of local import-export enterprises, up 12.96% over the same period in 2017. Total revenue of the sub-department was over VND367.15 billion, reaching 39.91% target assigned by Binh Duong Customs Department, up 43.9% over the same period in 2017. In addition, the number of enterprises registering customs procedures at this sub-department also increased compared to the same period in 2017. By the beginning of Q2-2018, the sub-department received and cleared customs procedures of 139 new businesses, up 4.5% over the same period in 2017.

One of sub-department with high annual revenue is customs sub-department of Song Than Industrial Park. From the beginning of the year to mid-April 2018, the revenue was VND839.45 billion, reaching 24% target in 2018. Head of this department said that the revenue in the first four months decreased compared to the same period last year... The general results showed that, from the beginning of the year to mid-April 2018, of Binh Duong Customs Department collected a revenue VND3,399.47 billion, down 4.06% over the same period last year.

According to Nguyen Thi Que Thanh, Chief of Binh Duong Customs Department’s Office, there were many reasons for the revenue decrease, but the most prominent was the reduction of tariffs according to the international economic integration roadmap and price fluctuations towards the rising trend of the world market and domestic market. Specifically, iron and steel, electronics, machinery, clothing, wood, milk... because world prices were increasing, domestic enterprises did not import, but used goods in stock.

Ms. Thanh said that the revenue decrease in Q1 was the inevitable of the market. The revenue of Binh Duong Customs will increase again in the following quarters.

Solutions to prevent losses

Many enterprises have taken advantage of preferential customs policies and committed trade frauds, tax evasions in many forms such as dissolution, bankruptcy, suspension, establishment of new business… Therefore, Binh Duong Customs Department instructed Customs supervision office to develop a manual for civil servants to prevent businesses from fleeing, missing, businesses have unclear headquarters, address... The introduction of the manual on prevention of smuggling and trade frauds of "ghost enterprises" helped customs officers improve the effectiveness of management, inspection and control to detect and prevent timely commercial fraud, smuggling and tax evasion at sub-departments. In addition, the manual also supported customs sub-departments to take initiative in developing solutions to ensure strict and proper management of tax evasion, smuggling, trade frauds and tax evasion for imported and exported goods, preventing the occurrence of bad debts due to subjective reasons.

Nguyen Thanh Binh, Director of Song Than Industrial Park customs sub-department, said that in order to complete the annual revenue plan, the unit would focus on well implementing the direction of General Department of Customs and Provincial Customs Department on solutions to increase state budget revenue, such as administrative reform, creating maximum favorable conditions for import and export activities in the area to absorb new business’s customs declaration into Binh Duong. In addition, the sub-department carried out analysis and assessment of state budget revenue in the first months of the year, compared with forecasts in the coming time. Then leaders of the sub-department organized many meetings and workshops to listen to ideas from enterprises in order to devise more solutions to maintain revenue sources and increase budget revenue.

According to leaders of Binh Duong General Port customs sub-department, from now until the end of the year, the unit will strengthen the work of preventing losses and raising revenue. In addition, the unit continues to create favorable conditions for enterprises in production expansion, attracts new businesses.
