Customs clearance implemented quickly, ensuring safety for Covid-19 prevention and control

Facing the complicated developments of Covid-19 pandemic, provincial Customs Department is making efforts to realize the "dual goals" of preventing, control Covid-while ensuring fast and safe customs clearance. As a result, the unit as of July 15 reached nearly 72.44% of State budget collection in comparison to 2021’s estimate and increased by 49.12% over the same period of 2020.

Resources mobilized

Since the fourth wave of Covid-19 pandemic, provincial Department of Customs has planned and activated measures against the pandemic at the highest level. The Department has instructed its branches to regularly update information on directive documents of all-level authorities, promptly grasp the developments of the pandemic in the locality, tighten measures against the pandemic under the guidance of the health sector; provided sufficient machines, tools against the pandemic for staff to ensure absolute safety for them when participating in customs clearance activities; uphold learders’sense of responsibility, being ready to respond in any situation.

Strictly following the direction of the Prime Minister and provincial People's Committee on the implementation of social distancing in accordance with the Directive No. 16 and urgent measures against Covid-19 epidemic in the province, leaders of provincial Customs Department have directed its branches to urgently implement measures to ensure customs clearance and effectiveness in pandemic prevention and control. Accordingly, every 15 minutes, customs staff must come to receive documents (which have been disinfected) and quickly handle procedures for enterprises, ensuring customs clearance normally. The rotation of internal documents also needs to be paid attention to safety, but without delay as stipulated. In case of necessary, customs staff should exchange with enterprises  by phone or internet with applications Zalo, Viber, email.... In case of extreme necessary, they will arrange a separate area to ensure the minimum contact distance of 2 meters or more with enterprises.

The province’s Customs Sub-departments in industrial parks have also arranged places for staff to stay and work, ensuring Covid-19 prevention-control and customs clearance for enterprises. They have also paid attention to propaganda so that enterprises have good coordination in applying non-contact measures to maintain customs clearance activities. In addition, provincial Department of Customs has coordinated to perform rapid antigen tests for staff to screen and take appropriate measures against the pandemic.

Creating all favorable conditions

Provincial Customs Department is implementing plans, action programs and directing many synchronous solutions, creating maximum support for enterprises in import-export activities. The Department has promoted administrative reform, applied information technology in automatic customs management, strengthened online public services, creating favorable conditions for import-export activities... In case of necessary, the unit will arrange a separate area to directly receive enterprises’ dossiers;  strengthen online monitoring for bonded warehouses, goods checking locations through its camera systems and other technical means…

From the beginning of May 2021, provincial Department of Customs has applied the Ministry of Finance’s Circular 47/2020/TT-BTC dated May 27, 2020 stipulating the time of submission of the certificate of origin (C/O), the form of C/O for imported goods applied during the Covid-19 pandemic period. Accordingly, enterprises are allowed to extend the time of submitting documents in order to enjoy special preferential tax rates from 30 days to 180 days. In addition, the Department has temporarily stopped inspection at the headquarters of enterprises and customs declarants. In the current difficult period, the Department is very interested in fast tax refund to promptly support enterprises so that they have enough finance to maintain operations. This not only helps enterprises reduce time and costs, but also makes the local customs operations more convenient.

Nguyen Phuoc Viet Dung, Director of provincial Customs Department said it is predicted that from now to year-end, there will be many difficulties. In order to complete tasks, the Department will continue accompanying businesses to promptly handle problems, drastically implementing solutions in State budget collection. The Department will further  promote administrative reform; develop models on  smart customs and electronic customs clearance on the basis of integrating professional management software systems; maintaining the trend of reducing the rate of inspection during the customs clearance process; extensively apply risk management techniques in all professional activities; strengthen inspection and control against smuggling and trade fraud, contributing to increasing State budget revenue in association with the local economic development.

With positive and synchronous solutions to support import and export activities, provincial Customs Department is highly appreciated by enterprises in clearing the flow of goods and increasing State budget revenue. As of July 15, the Department has reached more than VND 11.58 trillion in State budget collection, reaching nearly 72.44% of the 2021 estimate and an increase of 49.12% over the same period in 2020.
