Thu Bien - Dat Cuoc Road - A project with many expectations

 The project of Thu Bien - Dat Cuoc route (phase 1) with 4 traffic lanes is one of the key works welcoming the Provincial Party Congress 2020-2025. The site clearance and construction work is being done by agencies and units to ensure the progress.

The project of Thu Bien - Dat Cuoc road was approved by Provincial People's Committee on March 31st 2016. The project has a total length of 12km passing through 2 communes Thuong Tan and Tan My, North Tan Uyen district, with 273 households and 9 organizations affected by this project. Provincial Land Fund Development Center has actively joined hands with departments, branches and local authorities in carry out project compensation and site clearance.

The section in Tan My commune has 138 households, individuals and 6 organizations affected by the project. People's Committee of North Tan Uyen District approved the 9-phase compensation, support and resettlement plan with 138 households, individuals and 6 organizations on a total area of 505,257.1 m2 with total compensation and support budget of VND 196.7 billion, and completed payment to households. The rate of land handover reached 98.66%.

For the section passing Thuong Tan commune, there are 135 households and 3 organizations affected. In particular, North Tan Uyen District People's Committee approved a 10-phase plan for compensation, support and resettlement for 131 households and 1 organization with the total amount of VND 102.38 billion. Up to now, 124 households and 1 organization received compensation payment with the amount of VND 97,761 billion. The remaining 7 households have not been paid with the amount of VND 4,619 billion.

Nguyen Van Binh, Head of Clearance Compensation Division, Provincial Land Fund Development Center, said that among 7 households, the amount of VND 4,619 billion was not paid, because 1 household disagreed with the compensation price, some households did not know the specific land use fee, so they did not agree to receive money, the remaining households are currently in property dispute.

Mr. Binh added, there are currently 4 households and 1 organization that have not approved the compensation plan. For 1 organization, the center submitted this case to Department of Natural Resources and Environment for appraisal. Another organization is Fico Company, the center received documents of land acquisition for Thu Bien - Dat Cuoc project to commit to completing financial procedures with the State as prescribed. Particularly for the relocation of rock and soil, the center contacted a consultant to prepare a financial plan for relocation out of the affected sphere to submit to Compensation Council for consideration.

In order ensure the compensation and clearance progress, local authorities have an important role in communicating and encouraging people to agree with the project. Le Minh Dung, Acting Chairman of People's Committee of Thuong Tan Commune, North Tan Uyen District, said: “To implement the direction of Provincial People's Committee, on upgrading Thu Bien - Dat Cuoc road through Thuong Tan commune, the Party Committee, People's Council, People's Committee and Fatherland Front of the commune collaborated with departments and unions to encourage and propagate affected households to follow provincial policy, hand over grounds and lands to the constructors. Most households agreed. However, the project still faces some difficult cases. In order to ensure the compensation clearance plan, in the coming time, local government will regularly collaborate with Provincial Land Fund Development Center and district departments to continue persuading households to receive compensation and hand over land to construction units”.

To complete project on schedule

Thu Bien - Dat Cuoc road project (phase 1) with 4 traffic lanes and a total construction investment of more than VND 265.9 billion. The project is one of the key works to welcome the Provincial Party Congress 2020-2025. The project is to complete Belt Road 4, contributing to facilitating socio-economic development of Binh Duong province in particular and the southern key economic region in general. The project is invested by Provincial Construction Investment Project Management Board. The executing unit is Dai Phong Construction Investment Joint Stock Company in a joint venture with Dai Viet Company.

Le Minh Dung, Acting Chairman of People's Committee of Thuong Tan Commune, North Tan Uyen District, said: "When the project is completed, road infrastructure in the commune will be spacious, guarantee convenience for people and vehicles, facilitating socio-economic development of the locality." Mr. Nguyen Van Thep, Project Leader of Dai Phong Investment Construction Joint Stock Company, said: “The project was started on 11th Nov 2019. We have gathered human resources, machines and created good conditions for construction, striving to complete on schedule. Up to now, the project construction volume has reached 50% of the bidding package. The project will be completed before provincial Party Congress”. Nguyen Duc Hieu, Phuoc Truong Construction Consultants Company, said: "The constructor strives to guarantee the proposed schedule, as well as the construction quality according to the design".
