Application of automatic surface water observing stations system

Starting up since March 2013, the project of automatic surface water observing system is now officially put into operation. This is a new advance in water resource observation of Binh Duong province. The project has contributed to a gradual change of surface water quality of rivers of Saigon, Dong Nai and Thi Tinh.

Being one prioritized project in the provincial Environmental Protection Plan in 2011-2015, automatic surface water observing system is an imperative investment project. According to engineer Bui Duc Thuan, Deputy Head of Sites Observation under Resources and Environment Automatically Observing Center, the project would not only improve administrative ability in environmental protection work but also contribute to building a good living environment, gradually improve environmental and water quality in the province.

Officials of Resources and Environment Observing Center examined the project at Vinh Nguyen station in An Dien, Ben Cat town.

According to provincial Department of Natural Resources and Environment, the project also evaluate, warn timely changes in surface water quality especially in positions serving water for production and living of the masses. Simultaneously, automatic apparatuses will observe continuously surface water quality at some points, such as: on Saigon River (Thu Dau Mot raw water pumping station in Chanh My ward, TDM City), on Dong Nai River (Tan Hiep raw water pumping station at Tan Hiep Water Plant in Uyen Hung ward, Tan Uyen town), and on Thi Tinh River (Vinh Nguyen Company in An Dien, Ben Cat town). These are the three positions in the Natural Resources and Environment Observing System Plan until 2020 of the province.

According to Mr. Thuan, there are some issues while implementing the project. Parameters and their significance of surface water automatically observing are important. These parameters must be in accordance with the national automatic surface water observing system; and must meet actual requirements.

In addition, stations are equipped with pumps and irrigation system from the river into stations, equipment cabinets, equipment storage stations, data receiving and transmitting devices via wireless GSM / GPRS, directing and transmitting lightning resistant system, power system... Additionally, the central operating station was installed data management software, control software can receive all the data from base stations. The software system will provide measured values at base stations in many forms: numbers, graphs, alerts via emails or text messages, Excel files exported from reports. This system can expand measuring parameters and observing stations in the future.

With an investment of VND7.778bln, the project has brought practical results. This is an effective tool for the management and monitoring of water resources. The project also serves forecasting, warning of pollution phenomena, helping the management to be informed timely changes in the surface water environment to have proper solutions.

At the same time, through the project, provincial surface water observing network becomes an open system being continuously updated and being able to share information seamlessly from the Central to localities under the consistent management of the Department of Natural Resources and Environment.

Economic efficiency of the project are updated data of surface water quality, helping managers to be informed timely changes in the surface water environment to have quick measures in order to minimize the pollution, create economic values.

The new advance has been prepared and put into operation. Hopefully, in the future, the project of automatic surface water observing system will contribute positively to improving the quality of water resources observation, bring provincial network closer to the national water resources observing system.
