Binh Duong Customs concretizes regulations to assist businesses

Customs regulations including many specialized terms, and are frequently changed. This has impeded agencies and enterprises. To facilitate customs clearance process of businesses, in addition to frequent dialogues to listen businesses’ aspirations, Binh Duong Customs compiled a manual to instruct, concretize regulations to assist businesses.

 

Leading in reformation and modernization

Binh Duong Customs was considered as one of the five sectorial units implementing most effectively the national one-port electronic clearance system (called VNACCS / VCISS stood for Vietnam Automated Cargo Clearance System and Vietnam Customs Intelligence Information System) to save businesses’ time and costs by General Department of Vietnam Customs.

Accordingly, previously, a customs document must be approved by various manual stages. Now with this new system, it takes only 3 seconds for green lane goods to have results (documents are approved or sent back).

Binh Duong Customs Director Nguyen Phuoc Viet Dung said, the application of the new electronic clearance system meeting international standards is to help businesses expanding manufacture, contributing to attract investments in the province.

In 2014, because of successful application of VNACCS / VCISS at 9 sites of customs clearance, the number of businesses registering customs clearance at Binh Duong Customs increased by 8.67% (4,109 businesses). Total customs declarations was 946,194 increasing by 26.12%, including 577,696 export declarations, 368,498 import declarations; total import and export volume reached $32.95 billion, increasing 20.57% compared with the year 2013...

Concretizing regulations

Clearance time is one problem posed by businesses. Therefore, provincial customs established three teams to deploy administrative procedures reform in customs procedures. They are: team to measure clearance time; team to clear imported exported goods, and team to deploy the second phase of VNACCS / VCISS and address problems.

According to Binh Duong Customs Deputy Director Nguyen Truong Giang, the maximum clearance time prescribed by the Prime Minister is 21 days. Each document takes about 5 minutes.

Provincial customs has the average time of 37 hours, and the most common clearance time is 15-16 minutes / document, because of examination, and days off but businesses do not ask for clearance. In addition, businesses are allowed to submit declaration 15 days before, thus generating much “dead” time.  

Therefore, Binh Duong Customs compiled a small customs procedures manual for officials and businesses. The manual specified each type of good, officials and businesses only have to check the book for results. Officials that do not comply with regulations will be sanctioned seriously. In addition, observing camera systems were installed at 9/9 pilot sites to ensure transparency and obviousness.  

 Striving to fulfill excellently tasks

To fulfill tasks assigned by Ministry of Finance, General Department of Vietnam Customs, and PPC, Binh Duong Customs concentrates on 3 main tasks in 2015: boosting administrative procedures reform; performing well budget collection; strengthening provincial customs force.

Accordingly, Binh Duong Customs implements successfully Customs Law right from early 2015; maintain effectively VNACCS/VCISS system; is one of top five units; strictly implement the commitment to serve customers with the motto "professional - transparent - effective". Besides, the sector promotes propaganda, popularize customs administrative procedures, regulations among businesses through channels of clubs, mass media, official website; fulfill budget collecting target of VND10,000 billion.
