Since 2021, Binh Duong has been focused on developing transportation infrastructure to support urbanization and building the Binh Duong smart city from 2021 to 2025, with further plans for the period up to 2030 and a vision for 2045. Currently, the province is constructing four road projects: BOT project to upgrade and expand National Highway 13; North Tan Uyen Tan Uyen - Phu Giao - Bau Bang highway; building a bridge across Dong Nai river (Bach Dang 2 bridge); Ho Chi Minh City Ring Road 3 section through Binh Duong province (phase 1) and three projects have had their feasibility study reports approved, including: project to improve public transport infrastructure in Binh Duong province; build an underpass at the Phuoc Kien intersection; pilot investment in traffic monitoring and management system.
The province also has 11 projects that have been approved for investment such as: Ho Chi Minh City Ring Road 4—section through Binh Duong province (phase 1); Ho Chi Minh City—Chon Thanh Expressway (phase 1); landscaping project, preventing traffic congestion on My Phuoc—Tan Van route, building Song Than intersection; building a smart traffic system in Binh Duong province and providing real-time information at stops (reaching 50% of the total number of stops)...

Provincial leaders have established steering groups, working groups, and inspection groups to supervise the implementation and disbursement of public investment capital. In particular, as implementing the Prime Minister's direction at the meeting with the Standing Committee of Binh Duong Provincial Party Committee on December 3, 2022 on the disbursement of public investment capital, for the first time Binh Duong opened a peak campaign to "Promote disbursement of public investment capital from December 8, 2022 to January 31, 2023" to mobilize maximum resources and drastically implement solutions for disbursement of public investment capital.
Increase calls for investment resources
In order to accelerate the implementation of projects in the coming time, the province continues to coordinate with ministries and central branches to review and propose a number of road traffic projects that need to apply central mechanisms and policies to remove obstacles prescribed in laws related to investment in the road construction. Besides, the province continues to petition the Central Government to approve investors who are investing and exploiting traffic routes in the form of BOT to upgrade and expand routes; at the same time, conduct a survey and evaluation of BOT projects in the province to proceed with arranging and eliminating BOT toll stations.
In order to ensure capital sources for investment in projects, especially highway and ring road projects, in the coming time, the province will study solutions to propose capital sources such as: Central support for roads under central management authority; call for investment and invest with many other legal capital sources; Propose plans to exploit land funds and generate revenue from land to serve socio-economic development in the period 2023-2024.
Speaking at the meeting summarizing the implementation of the public investment plan for the first 6 months of 2024, Vo Van Minh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, emphasized: In the last six months of the year, the province will further strengthen the role and responsibility of branch and locality heads in directing and removing difficulties and obstacles in disbursing public investment capital, especially related to site clearance work. In addition, the province continues to review and adjust the public investment plan for 2024; reduce and transfer capital from projects with low disbursement progress to projects with high disbursement ability and ensure compliance with the medium-term public investment plan for the period 2021-2025.
The Chairman of the Provincial People's Committee stated that due to limited medium-term public investment capital, the province must prioritize investment in key transportation projects with large costs. The province has instructed all levels and sectors to review, implement, and postpone projects that are not essential in order to concentrate resources on key projects, while making full use of capital support from the Central budget for these projects.
