Works change Dau Tieng district’s image.
The year of 2010 has many advantages of basic construction investment (BCI), thanks to stable prices of building materials and decentralized administration in project approval. In the first half of this year, Dau Tieng district gained a year-on year rise of 102% in total volume of implementing projects. The locality’s BCI work emerged “strange stories” considered as examples for other localities.In 2010, Dau Tieng district managed 86 basic building projects with the total capital of VND157.7bil, of which 50 projects capitalized VND2.7bil accounting for 2% of its plan. Till the end of June, the total volume of project implementation in the locality was VND83.5bil, winning 53% of its plan, up 102% year on year. The district chairman Nguyen Manh Hong said “Advantage of project assessment and approval as well as great effort of relevant agencies and instruction of local administration has facilitated projects’ site clearance and compensation”.
“Strange stories” emerge
The district’s compensation and site clearance is more advantage than other localities’. Mobilization and legal dissemination in the locality has created high unity for local residents. Specifically, 100ha Ben Suc Tunnel Area project launched in early this year has won over 90% of site clearance. The figure made the provincial department of Planning and Investment director surprised. He said “this is a praiseworthy strange story”. The provincial standing vice chairman Le Thanh Cung also agreed “only 2 terms after separation of the district, the local image has positive change, showing a good cooperation. Dau Tieng 6-month total volume of investment is fairly high compared to the province”.
“Aside from the mentioned advantages, some contractors ignored suggestion of payment, making project disbursement become slowly”, added Nguyen Tan Luc, head of the division of Finance and Planning. The provincial Finance Department director Nguyen Van Hao stressed “This is a strange story because most of contractors want to receive money. If payment is prolonged, there will be loss for budget. Specifically, the provincial administration lost over VND40bil, owing to payment stagnancy of Thu Bien bridge project”. Luc explained “owing to little completion from projects, contractors await to receive money at the same time”.
Shortcomings need to be solved
In the rest months of this year, Dau Tieng district will focus on steering its affiliates to pay much attention to projects likely to complete in this year. The locality strives to put into use 33 projects in 2010. For rural traffic works, the district will petition to receive capital sooner than plan. Besides, communal level managers of basic construction works remain lack experiences and skills.
Hao asked that to ward off waste, the locality needs to give priority to education, healthcare, social culture and traffic works. Meanwhile, Cung asked the locality to list of managers for human resources training. To facilitate compensation and site clearance, the locality should complete resettlement area urgently and should not to separate culture house from residential areas to ward off poor management.
