Local authorities need to be more active in budget classification program

Beyond achievements gained, shortcomings are notified during a review session of PPC on budget classification in 2008-2010 period.

 

Finance Department Director Pham Van Hao appreciated achievements of budget classification program which has prompted socio-economic development by prompting local authorities to collect more for self-sufficient not relying too much on provincial budget. Meanwhile, management of budget has been improved, contributing to budget save up and accumulation for infrastructure.

Finance Department reported that, budget collection in towns and districts was accounted for VND 23,593 billion from 2008 to 2010 while the budget pay out was VND 9,601 billion in the same period.

 

Di An District PC Chairman Dang Minh Hung agreed with the pros of budget classification program but claimed obstacles of budget collection calculation due to lack of information for tax agencies. Chief of Economic and Budget Board under Provincial People’s Council Nguyen Thi Ha acknowledged the said obstacles. On the other hand, Mr. Dang Minh Hung also claimed other shortcomings in local management, causing loose management of budget. Mr. Pham Van Hao concluded that budget classification has not been tied to management classification which gets in the way of the program.

 

Mrs. Nguyen Thi Ha called for making more calculation of budget sources to adjust for payments beyond the budget. She also demanded districts to be more active in budget planning in line with management system.

 

At the meeting, PPC Permanent Deputy Chairman Le Thanh Cung has also demanded involved authorities to make full assessments for the sake of better, more transparent and reasonable budget classification.
