The 8th session of provincial People’s Council for the 2016-2021 tenure officially opened yesterday, November 27. Attending the session were Tran Van Nam, Member of the Party Central Committee, Secretary of provincial Party Committee, Head of provincial National Assembly deputy delegation; Pham Van Canh, Permanent Vice-Secretary of provincial Party committee, Chairman of provincial People’s Council; Tran Thanh Liem, Vice-Secretary of provincial Party Committee, Chairman of provincial People’s Committee; Nguyen Thanh Liem, Member of provincial Party Standing Committee, Chairman of provincial Fatherland Front Committee, provincial leaders over periods together with leaders of sectors, departments and localities in the province.
Economy further gaining growth
With the effort by the entire political system plus consensus of people from all strata and the business community, the province continued achieving positive results in socio-economic development in 2018.
Delegates talk during a break of the session
Particularly, the province’s Gross Regional Domestic Product (GRDP) growth was 9.01%. The province’s GRDP per person was VND130.8million, up VND800,000 compared to the year’s plan. The province’s economic structure continued being shifted with 63.87% in industry, 23.94% in service, 3.08% agriculture…
In terms of industrial production, the province’s index of industrial production surged 9.79%. The whole province is now home to 29 industrial parks (Ips), including 27 ones in operation, with 12,743 hectares and the rate of land tenancy at 80.8%. There are also 12 industrial parks with 790 hectares and the rate of land tenancy at 70.6%. In 2018, province-based Ips absorbed more than US$1.37billion in FDI capital. The province’s total retail sales revenue of commodities and services was VND191trillion, up 18%. The province’s export turnover was estimated at US$25.28billion, up 15.6% while import value was US$20.5billion, up 18.6%. The province’s agro-forestry-fishery production value surged 3.6%.
The province also effectively implemented the National Target Program on New-Style Rural Construction. It is expected that as of late 2018, there will be addition three communes meeting criteria of the program, fulfilling the local target of getting 100% new-style rural communes.
Regarding development investment, the province’s total capital for social development was more than VND91.19trillion, up 12.2%. As of November 13, 2018, more than VND3.92trillion in public investment capital was disbursed or 42.2% of the year’s plan.
The whole province, as of November 15, 2018, lured more than VND52.86trillion in domestic capital, up 25.3%. So far, there have been 35,863 domestic projects with a total registered capital of more than VND290.07trillion. The province also drew more than US$1.69billion in FDI capital, beyond 20.9% of the year’s plan. Thus, the province has till now attracted 3,478 FDI projects with a total registered capital of US$31.8billion.
Paying attention to social welfare
Mai Hung Dung, Permanent Vice-Chairman of provincial People’s Committee said that with the high determination of the entire political system, policies on social welfare for revolutionary contributors and needy people in the province were implemented opportunely, especially on Tet and great holidays. In 2018, the province mobilized VND 945billion from many resources to take care of the targeted people; generated new jobs for 46,393 people or 101% of the year’s plan. The province’s sector of education-training continued improving the quality of teaching and learning at all levels; attached special importance to education of morality and life skills for pupils; upgraded material facilities and increased the number of teachers at pupils’ demand for learning…Provincial People’s Committee also took solutions to enhance the effectiveness of health facilities at all levels; paid attention to public healthcare; continued speeding up national programs on healthcare…The rate of people joining health insurance was 87.95%. The province also created new jobs for 46,393 people or 101% of the year’s plan; gave timely support for laborers and businesses in building up harmonious labor relations…
Attaching special importance to sustainable development solutions
At the session, provincial People’s Council’s Commission for Economic-Socio Cultural Affairs reached unanimity on overall socio-economic development targets for 2019 and orientations, tasks of the year.
The Commission also suggested provincial People’s Committee to direct the analysis of reasons causing some fields that did not fulfill 2018’s plan and put forward solutions for them; conduct relevant agencies to remove difficulties in public investment, especially for key works. Provincial People’s Committee also needs to instruct provincial Department of Construction, Department of Transport and the People’s Committees of districts, towns and TDM city to take solutions to improve the quality of urban management, hasten the progress of construction of traffic works; pay attention to dealing with petitions by voters in terms of traffic…
Nguyen Tam Duong, Head of provincial People’s Council’s Commission for Economic-Socio Cultural Affairs proposed provincial People’s Committee to assess the result of implementation of the resolution of provincial People’s Council on policies, regulations and projects relating to the socio-cultural field for appropriate adjustment; soon map out solutions to solve issues in the healthcare field; continue effectively realizing contents on public healthcare under the spirit of the Resolution No.20-NQ/TW of the 6th session of the 12th Party Central Committee while strengthening inspection, supervision to ensure food safety-hygiene, especially on the Tet (Lunar New Year) festival 2019…
