PM calls for reviews to troubleshoot local problems

On the afternoon of April 12, the Prime Minister's Special Working Group had a meeting with leaders of ministries, branches and provinces of Binh Duong, Binh Phuoc, Dong Nai, Tay Ninh and Ba Ria - Vung Tau to review the control and removal of difficulties and obstacles in the process of implementing FDI and ODA investment and promoting the implementation of investment projects. Deputy Prime Minister Tran Luu Quang chaired the meeting.

Reporting to the delegation on problems in the process of implementing FDI and ODA investment, leaders of the People's Committees of 5 provinces raised difficulties and problems related to the procedures for accepting investment policies in investor selection under the Land Law and the Housing Law, procedures for implementing industrial cluster infrastructure projects according to Decree No. 68/2017/NDCP, exercise of investor selection, electricity and energy problems, a number of procedures related to the issuance of fire prevention and fighting permits, tax and customs procedures, and investment project adjustment.

At the meeting, Vo Van Minh - Deputy Secretary of the provincial Party Committee and Chairman of Binh Duong provincial People's Committee, reported to the delegation on the province's socio-economic development in the first quarter of 2023 along with the recommendations to the delegation on the development of policies to support businesses and employees, the selection of land price consulting units, problems in determining the financial obligations of foreign-invested enterprises when receiving the transfer of all or part of an investment project, guidance of the order and procedures for approving the procurement estimate before approving the contractor selection plan for the procurement of drugs and medical supplies according to the provisions of the Bidding Law 2013 and Circular 15/2019/TT-BYT, problems related to regulations on fire prevention and fighting. Representatives of leaders of ministries and branches answered a number of problems and difficulties and noted the recommendations of localities to study and advise the Prime Minister on solutions.

Concluding at the meeting, Deputy Prime Minister Tran Luu Quang requested localities to urgently submit documents to the Ministry of Planning and Investment. Ministries and branches continue to carefully review difficulties and problems such as recommendations of localities to clarify responsibilities and make recommendations for handling, and submission of official documents to the Government Office.
