Recruitment and call-up to be performed seriously, responsibly and effectively

On February 16, 1,500 young men of Binh Duong will officially join the armed forces. On this occasion, Binh Duong Newspaper made an interview with Colonel Nguyen Hoang Minh, Commander of Provincial Military Command, Permanent Vice Chairman of Provincial Military Service Council, about the recruitment and call-up works of Binh Duong in 2022.

- Sir, how has the recruitment and enlistment of Binh Duong province been implemented?

- First of all, it is necessary to determine that the enlistment is one of the key political tasks that focusing on the leadership and direction of the Party committees and authorities at all levels, and the synchronous coordination among Military Service Council, departments, branches and unions in the organizing and implementing process of each stage and step of the recruitment.

Based on the comprehensive examination and evaluation of the recruitment and enlistment in districts, towns and cities in the province, it can be confirmed that the recruitment work in the province has been implemented seriously, responsibly and effectively. The enlisted troop transferring ceremony in 2022 has also been well prepared in all aspects, in accordance with regulations, showing dignity and ensuring safety for the Covid-19 prevention control.

This year, Ben Cat Town was selected as the venue for the ceremony of receiving troops. But not only Ben Cat town, but also all provincial municipalities have prepared the ceremony very thoughtfully and solemnly. Because, the new troop transferring ceremony shows the tradition and pride of Binh Duong province in general, as well as of each municipality in particular. Thereby, it also shows the attention and concern of the Party, administration, and the love of the people for their excellent sons and brothers who set off for military service.

- In 2022, the recruitment and enlistment face many difficulties, especially the impact of the Covid-19, hence what solutions has Binh Duong taken to make this work in accordance with regulations and achieve the desired quality?

- The year 2022 continues to be a difficult year for Binh Duong in the recruitment and enlistment, because the Covid-19 has become very complicated. Administration branches and levels of the province must concentrate all their efforts and urgently carry out the disease prevention and control work. The same goes for officers and soldiers of the Provincial Armed Forces. But to overcome the difficulties, the standing body of Military Service Council at all levels has done a good job of advising People's Committee of the same level to carry out the recruitment and enlistment in accordance with the procedures and Law on Military Service 2015.

The call-up is carried out in accordance with policy of the Ministry of National Defense and Military Region 7; that is to assign municipal administrations to recruit young men and ensuring targets of all three levels. The recruitment and enlistment are performed democratically and openly to select citizens who meet the standards of moral quality and lifestyle to serve in the Vietnam People's Army and the People's Public Security, gradually improving the quality and build up regular, elite and modern armed forces.

Up to now, the Covid-19 in the province has been basically controlled, but still has unpredictable developments. Therefore, in order to ensure that the enlistment in 2022 meets targets at all three levels, the Party and government direct Military Service Councils, with key members such as the military, medical, police, education forces and departments, agencies, mass organizations, to thoroughly grasp and strictly implement measures to prevent and control the Covid-19. In each stage, each step of the recruitment process must be flexible, creative and safe.

- Sir, in order to encourage young people who have been selected for military service, what are the policies of the province to encourage  them?

- In recent years, the policy of military rear has received attention of the Party and administrations at all levels. Before each recruitment round, Party committees and local administrations directed agencies and mass organizations to set up delegations and groups to regularly follow and visit each household to encourage and give gifts to young men enlisted and their families.

This year too, before and during the 2022 Lunar New Year, delegations visited and gave gifts to selected young men and their families, on average, each gift was from 2.5 to 3 million VND. In addition, the delegations also checked and grasped family circumstances to promptly advise Party committees and administrations about leading, directing the implementation, creating favorable conditions and encourage young men to set off for military service.

Besides visiting and giving gifts to recruited young men, Party committees and administrations also organized visits and gave gifts to families having sons and brothers that are performing military service at border areas, islands, in order to show the care for the elite youth.

Ceremonies to welcome back soldiers, who completed military service time, was also held very thoughtfully and respectfully. For example, in Dau Tieng district, in 2021, a program named "Spring of soldiers" was held to honor demobilized soldiers, who returned to their home, and meet newly enlisted young men. The district also actively cooperated with businesses to recruit demobilized soldiers; select elite soldiers who wish to work in agencies, departments, branches and unions to create a human source for municipalities.

- To ensure the Covid-19 prevention control, how will the troop handover ceremony held this year, sir?

- Due to the current Covid-19 situation, to implement Resolution No. 128/NQ-CP dated October 11th 2021 of the Government and directive of the Ministry of National Defense and Military Region 7, this year cultural artistic activities and duration of a troop transferring ceremony must not exceed 25 minutes. In addition, Military Service Councils advised Provincial People's Committee to issue a document directing the disease prevention control work in the delivery and receiving of troops in 2022.

Accordingly, the district level organized the third (booster) shot of the Covid-19 vaccination, took samples for SAR-CoV-2 testing by RT-PCR technique and made medical declarations for all recruited citizens; regulated the time to receive citizens to stations; restricted the number of parents and loved ones that will see off enlisted men. On the other hand, Provincial Military Command directed specialized agencies to instruct municipalities to coordinate with medical authorities at the same level to ensure adequate material facilities, equipment, and quarantine places to promptly handle situations.

- The enlistment day is nearing, do you have any message to young men are going to join the armed forces?

- After the fourth coronavirus outbreak, the image of "Uncle Ho's soldier" has shone brighter in the hearts of all people. I believe that Binh Duong youth with enthusiasm will uphold the glorious tradition of the homeland, study, practice and cultivate moral qualities, contributing to building strong armed forces, to protect the Fatherland, to be elite youth of Binh Duong. By the way, I also want to send a message to all enlisted men, when you enter the military environment, please feel secure in your thoughts, try to overcome initial difficulties, strictly abide by the military's disciplinary orders to become elite soldiers, "Uncle Ho's soldiers".
