Social insurance policies continue being social welfare’s main pillar

On the afternoon of September 6, provincial Party Committee held a conference to review provincial Party Standing Committee’s Action Program No. 93-CTr/TU dated November 23, 2018 to implement the 12th Party Central Committee’s Resolution No. 28 dated May 23, 2018 on reforming social insurance policies. The conference was attended by Nguyen Hoang Thao, Permanent Vice-Secretary of provincial Party Committee; Nguyen Loc Ha, member of provincial Party Standing Committee, Vice-Chairman of provincial People's Committee; Le Hung Son, Deputy General Director of Vietnam Social Insurance and leaders of departments, sectors and local authorities.

Beyond the set target

Reportedly, after 4 years of implementing the Resolution No. 28-NQ/TW and Action Program No. 93-CTr/TU, Party committees and authorities at all levels, cadres, Party members and people’s awareness of the purpose, meaning and importance of social insurance, health insurance and unemployment insurance has been improved significantly, contributing to successfully implementing the targets set out by the resolution, bringing social insurance policies into life with expanded coverage and creating better motivation in taking care of social welfare for each citizen and employee. After 4 years of implementing the Resolution No. 28-NQ/TW, the number of working-age people joining social insurance in the province has increased continuously. Up to now, the whole province has had more than 1 million working-age people joining social insurance.

The work of ensuring the interests of participants is promptly implemented by the social insurance sector. In particular, with modern management methods, the operation of the province’s social insurance system has been renewed in the direction of serving, promoting electronic transactions, increasing the use of online public services, online payment, ensuring the best interests for participants of social insurance and unemployment insurance. The sector’s administrative reform on social insurance has been promoted. The sector has also actively deployed information technology application to improve the quality of professional activities, providing professional advice, supporting and answering questions on social insurance, health insurance and unemployment insurance policies to better serve people, employees and employers.

The proportion of people participating in social insurance and unemployment insurance has increased. In 2021, the whole province had 939,550 people participating in social insurance, reaching 76.87% of working-age people. The figure as of July, 2022 was 1,009,510 or 81% of working-aged people. The number of people participating in unemployment insurance has also increased. In 2021, there were 910,128 people participating in unemployment insurance or 74.46% of the working age force. The figure as of June 2022 was 981,220 or 78.73% of the working age force.

The development of people participating in voluntary social insurance is also constantly increasing. Within 10 years of implementing a policy on voluntary social insurance, from 2008 to the end of 2018, the number of people participating in voluntary social insurance in the province was 3,143, accounting for 0.24% of the local working-age force. After the Program No. 93-CTr/TU was implemented, the number of people participating in voluntary social insurance in 2021 was 11,713, accounting for 0.96% of the local working-aged force. By the end of June 2022, the number of people participating in voluntary social insurance was 10,420 people, accounting for 0.84% ​​of the local working age force.

 

For administrative procedure reform, 100% of administrative procedures under the settlement competence are received and settled, regardless of administrative boundaries, except for cases where administrative procedures require field inspection, assessment, examination and appraisal in localities. 100% of records and papers resulting in administrative procedure settlement are digitized, connected and shared data for administrative procedure settlement. The province strives to reduce the waiting time for people and businesses to a maximum of 15 minutes per transaction by 2025.

Enhancing inspection, simplifying procedures

At the conference, Mr. Son said that Binh Duong is a province with strong economic development, plus flexible policies and promotion of propaganda, so the number of working-age people participating in social insurance is among the first in the country. He suggested authorities at all levels to pay attention to leading and directing departments, agencies and sectors in the province to closely coordinate with the insurance sector and continue developing annual social insurance targets into the local socio-economic development program; strengthen inspection and examination; continue calling on donors to buy insurance for the poor. Binh Duong also needs to implement digital transformation in order to make the management of social insurance more effective. The province’s social insurance sector must be proactive, innovate propaganda, and simplify procedures for people to have easier access to social insurance policies; create a healthy working environment in the social insurance system...

Speaking at the conference, Mr. Thao assessed that the province’s social insurance sector has made great efforts in the process of implementing the Resolution No. 28-NQ/TW when there were many targets reaching and exceeding the set plan. Departments, sectors and localities in the province must consider social insurance as the main pillar of social welfare, so it is necessary to continue propagandizing and promoting the development of social insurance in the coming time. In order to well realize this, provincial social insurance agency must allocate areas and well coordinate with localities for effective development. He also asked for the social insurance sector to renew the content and methods in propaganda and mobilization with focus; strengthen administrative reform, raise awareness of serving people…

The province's set target is that by 2025, the whole province will reach 78% of the local working-aged force participating in social insurance and the figure by 2030 was 80%. Among  78% of working-age force participating in social insurance, there will be 2.5% of farmers and workers in informal sector participating in voluntary social insurance. There will be 76% of working-aged force participating in unemployment insurance; 55% of people after retirement age will be entitled to monthly pension, social insurance allowances and monthly subsidy. The index of satisfaction of social insurance participants will reach 85%.
