The modern district OSS model implemented effectively

Up to date, 9/9 districts, towns and Thu Dau Mot city in the province has deployed positively Project No. 1036 on organizing Reception and Release Results Division according to the “one stop shop” (OSS) model at district level . From this project, the settlement of administrative procedures in the district People’s Committee (DPC) has promoted a positive effect and has met the expectations of the people and businesses.

Since the time that PPC has directed the implementation of the Project No. 1036 on organizing Reception and Release Results Division according to the OSS model at DPC, up to now, there are 9/9 district administrative units holding the modern OSS model,  meeting the expectation of the people and businesses in resolving administrative procedures.

At Ben Cat town People’s Committee, the model has especially brought practical convenience for the people and businesses. Information searches and administrative procedures have been switched to electronic means. The printers and photocopiers have also been equipped to serve the people and businesses. Thus, they have appreciated the work of the town’s administrative reforms in the direction of serving the people and businesses, reducing procedures, time and costs while bolstering people’s trust.

Bui Thi My Oanh living in Thoi Hoa ward, Ben Cat town said: “The resolution of administrative procedures according to the OSS model has significantly reduced travel time for the people. I have just logged in the town’s electronic information website to find out information, procedures, fill in forms and print them out for submission in very convenient and effective manner”.

Tran Van Hoanh, the Head of Thuan An town Division of Home Affairs, said since the OSS model has been implemented, all administrative procedures has been managed by the software solving administrative records; 100% of administrative procedures has been processed under ISO 9001:2008 standards. The town Reception and Release Results Division has been fitted quite sufficient with facilities and modern equipments to serve the people and companies including seats, document writing desks, the electronic tables, the guidance desk, etc. to offer facilities for settling administrative procedures. Through this project, the attitude of staffs and civil servants has significantly changed. The working style of hospitality, politeness and enthusiasm of the staffs is prioritized.   

As noted by us, localities in the province have comprehensively applied the same model. Thus, in the localities of Tan Uyen town, North Tan Uyen district, Phu Giao district have made new progress in resolving administrative procedures. This was considered a turning point to strengthen the district administrative reform in order to best serve the needs of solving administrative procedures for the people and businesses.

In reality, the fields of health, education, taxation, treasury in districts, towns and Thu Dau Mot city have been encouraged to implement the OSS model at the Reception and Release Results Division; the process and profiles components, charge rates, fees and resolution time of the following documents are informed publicly in the form of paper documents, electronic documents, directly searching on the computer and electronic information website.

Mai Son Dung, the Director of Department of Home Affairs, said the project is implemented successfully to create the breakthrough in the district administrative reform. Thus, the project approved from May 2014 by PPC, prescribed specifically and clearly necessary contents for the district Reception and Release Results Division.  The name and organization model have been agreed with the name of “Division of Reception and Release profile results” in the 9 districts, towns and Thu Dau Mot city. This division is managed directly and comprehensively by the district Office of People's Council and People's Committees. During the implementation process, DPC leaders have interested and actively prepared the necessary conditions, such as equipping unified facilities, modern, convenient to service the people, businesses. The information technology equipments, electronics, software and other specialized equipments have been invested by people’s committee of districts, towns, and Thu Dau Mot city.
